Property Management Services Authority Launches Code on Access to Information Further Enhances Corporate Governance and Transparency
The Property Management Services Authority (PMSA) announced today the launch of the “Property Management Services Authority Code on Access to Information” (the Code) to further strengthen corporate governance and transparency, and to help the public gain a clearer understanding of the PMSA's arrangements for providing information. The Code defines the scope of information the PMSA makes available to the public, sets out the ways in which information is provided routinely or upon request, and stipulates the procedures for releasing information. It further improves the PMSA’s system for handling public request for access to information.
The “Code on Access to Information” is an important set of administrative guidelines implemented by the Hong Kong Government for many years. It assists Government departments in providing information under their purview, either proactively or upon request, thereby enabling the public to gain a deeper understanding of the decision-making processes and public services. Currently, many statutory bodies and non-governmental organisations have formulated similar administrative guidelines. The PMSA has drawn reference from the Government's “Code on Access to Information” and formulated its own Code accordingly, taking into account the PMSA’s statutory functions, operation, and practical needs as a statutory body.
Under the Code, the PMSA will handle public request for access to information in accordance with established procedures and will provide information under its management where feasible and appropriate. The PMSA has also designated an Access to Information Officer to facilitate and oversee the implementation of the Code.
Dr. James WONG, Chairperson of the PMSA stated, “As the statutory regulatory body of the property management (PM) industry in Hong Kong, the PMSA has always attached great importance to good corporate governance and information transparency. The launch of the Code not only helps further refine the PMSA’s procedures for handling public request for access to information, making the arrangements clearer and more structured, but also enables the public to gain a more comprehensive understanding of PMSA’s work and the relevant data under the PM industry licensing regime. The PMSA will continue to uphold the principles of openness, transparency, professionalism, and prudence, striking an appropriate balance between facilitating public access to information and properly protecting personal data privacy, third-party data, and regulatory functions. We will continue to strengthen corporate governance and service quality, and drive the PM industry towards enhanced professionalism and quality.”
The Code has been uploaded to the PMSA website for public access. Members of the public wishing to make a request for access to information to the PMSA under the Code may submit their applications in accordance with the procedures and methods set out in the PMSA website.
