Submit licence application

An application for property management company licence or property management practitioner licence may be submitted following the procedures set out below.

  1. Fill in and submit application form through E-application platform;
  2. Upload the required documents;
  3. Payment methods
    •    instant payment by Faster Payment System (FPS) or PPS; or

Property management company licence

Property management practitioner licence

•    Template for confirmation of Hong Kong property management work experience (to be completed by the organisation having engaged the applicant)

Make an appointment to submit the following at the Property Management Services Authority Note 1

•    A signed application form;
•    The original of the required documents;
•    A copy of the required documents; and
•    The required fee (may pay by cash, cheque or Faster Payment System (FPS)).

Post the following to the Property Management Services Authority office Note 2:

•    A filled and signed application form;
•    A copy of the required documents certified by a Hong Kong practising lawyer Note 3 (the copy will NOT be returned to the applicant); and
•    Crossed cheque for required fee (pay to "Property Management Services Authority", post-dated cheque is not accepted).

Note 1: At this stage, the Property Management Services Authority only accepts submission of original documents for inspection by appointment. No walk-in counter services are provided.
Note 2: Underpaid mail items will not be accepted by the Property Management Services Authority.
​​​​​​​Note 3: If the original required documents have not been provided during the above process, the applicant must, after receiving a “notice of approval in principle” from the PMSA, make an appointment through the Online Booking Service to provide the original required documents for inspection by the Property Management Services Authority at the Property Management Services Authority office. The licence and property management practitioner card, if applicable, will be printed upon completion of the inspection of the original documents, and it may take 30 minutes or more to complete the process.
