Application for the property management company and property management practitioner licence
An application for property management company and property management practitioner licence may be submitted following the procedures set out below.
Method A: Electronic application

Make an appointment to submit the following at the Property Management Services Authority Note 1: • A signed application form; • The original of the required documents; • A copy of the required documents; and • The required fee (may pay by cash, cheque or Faster Payment System (FPS)). or Post the following to the Property Management Services Authority office Note 2: • A filled and signed application form; • A copy of the required documents certified by a Hong Kong practising lawyer Note 3 (the copy will NOT be returned to the applicant); and • Crossed cheque for required fee (pay to "Property Management Services Authority", post-dated cheque is not accepted). |
The applicant will have already specified in the application form whether the licence will be posted to the applicant or collected at the PMSA office. For the latter, the applicant must make an appointment to collect the licence once the applicant has received a notice of approval Note 3.

Note 1: At this stage, the Property Management Services Authority only accepts submission of original documents for inspection by appointment. No walk-in counter services are provided.
Note 2: Underpaid mail items will not be accepted by the Property Management Services Authority.
Note 3: If the original required documents have not been provided during the above process, the applicant must, after receiving a “notice of approval in principle” from the PMSA, make an appointment through the Online Booking Service to provide the original required documents for inspection by the Property Management Services Authority at the Property Management Services Authority office. The licence and property management practitioner card, if applicable, will be printed upon completion of the inspection of the original documents, and it may take 30 minutes or more to complete the process.
Licence Renewal
As per the requirements of the Property Management Services Ordinance (Cap. 626), an application for the renewal of a licence must be made to the Property Management Services Authority within 6 to 9 months for a property management company licence and within 3 to 6 months for a property management practitioner licence before the expiry of the licence.
An application for licence renewal may be submitted following the procedures set out below.

Notification of Change of Prescribed Particulars by Licensees
Licensees are required to notify the Property Management Services Authority in writing of any change in the prescribed matters and in the prescribed manner. The prescribed matters are:
- the particulars provided in a licence application form; and
- the information relating to the compliance with the criteria for holding a licence and conditions imposed on a licence.
The particulars or information include:
- engagement of a licensed property management practitioner by a licensed property management company and cessation of the engagement;
- appointment or cessation of appointment as a director of a licensed property management company; and
- ceasing to be a member of a recognised professional body.
Licensees are required to notify the Property Management Services Authority within 31 days after the change takes place by using form (property management practitioner / property management company) specified by the Property Management Services Authority and accompanied by the supporting documents specified by the Property Management Services Authority (if applicable).
Replacement of Licence/ Replacement of PMP Card
Licensees may apply for replacement of a PMC licence/ PMP licence/ PMP card following the procedures set out below:
- Send the completed application form to the Property Management Services Authority by email or by post; and
- Pay the required fee (HK$300) through the selected payment method. Please see the application form for the accepted payment methods.

No fees will be refunded once a licence is issued. Licence fee will only be refunded if an application is withdrawn before it is approved or if the application is rejected. However, application fee will not be refunded under any circumstances.
