Safeguarding National Security

To strengthen the safeguarding of national security by licensed property management companies (PMCs) and licensed property management practitioners (PMPs), enhance the law-abiding awareness of the property management industry, and prevent any acts or activities within the industry that violate or are contrary to national security, the Property Management Services Authority (PMSA) imposes conditions relating to the safeguarding of national security on PMC and PMP licences pursuant to Sections 9(3) and 10(3) of the Property Management Services Ordinance (Cap. 626) (PMSO), and incorporates provisions relating to the safeguarding of national security into the “General Code of Conduct” previously issued by the PMSA pursuant to Section 5 of the PMSO.

New Licence Conditions
With effect from 10 April 2026, an additional condition requiring licensees to comply with national security laws will be imposed upon the issuance of new licences or the renewal of licences. For details, please refer to the link.

Revised “General Code of Conduct” (No. C1/2020)
The issued “General Code of Conduct” (No. C1/2020) is amended to include the requirement for licensees to comply with national security laws. For details, please refer to the “General Code of Conduct”.
