Service Targets

Since the implementation of the property management (PM) industry licensing regime under the Property Management Services Ordinance (Cap. 626)(“PMSO”) from August 2020, the three-year transition period of the licensing regime ended smoothly on 31 July 2023. The Hong Kong PM industry has entered into a new era whereby PM companies and relevant practitioners are required to be licensed. The Property Management Services Authority has established a set of practical and achievable service targets for licensing and regulatory matters, including:

New applications for PM practitioner licences and PM company licences	Maintain current service targets: Upon receipt of a complete application, the required fee and all necessary documents, approval for PM practitioner licences will generally be completed within 15 working days, and for PM company licences within 25 working days. Under the PMSO, application for renewal of PM practitioner licences has to be submitted to the PMSA 3 to 6 months before the licence expiry date, while application for renewal of PM company licences has to be submitted 6 to 9 months before expiry. Renewal applications are generally processed in the order of the licence expiry dates. Therefore, the service targets of 15 working days for PM practitioner licences and 25 working days for PM company licences apply only to new licence applications and do not apply to licence renewal applications.
Replacement of lost licences / PM practitioner identity cards	Complete replacement within 10 working days upon receipt of the application and required fee.
Provision of copies of the Register of Licensed PM Companies and PM Practitioners	In accordance with Section 13(8) of the PMSO, any person may, upon payment of the prescribed fee, obtain a copy of the whole or any part of the Register maintained by the PMSA. • Complete provision within 2 weeks upon receipt of the application and required fee.
Provision of copies of the Register of Licensed PM Companies and PM Practitioners	• New licences or renewed licences: Update within 2 weeks after approval. • Changes in the number of properties managed and/or number of licensed practitioners employed: Update within 3 months after receipt of notification. • Sanctions imposed after disciplinary hearings: Update within 1 month after issuance of the sanction order.
Updating the List of Licensees	Update the List and gazette quarterly (every 3 months).
General Enquiries	85% of general enquiries relating to the provision of PM services will be followed up within 14 days.
