Service Targets
Since the implementation of the property management (PM) industry licensing regime under the Property Management Services Ordinance (Cap. 626)(“PMSO”) from August 2020, the three-year transition period of the licensing regime ended smoothly on 31 July 2023. The Hong Kong PM industry has entered into a new era whereby PM companies and relevant practitioners are required to be licensed. The Property Management Services Authority (PMSA) has established a set of practical and achievable service targets for licensing and regulatory matters, including:
| Service | Service Target | April – June 2026 Target Achievement Rate |
| New applications for PM practitioner licences and PM company licences |
|
100% |
| Replacement of lost licences/PM practitioner identity cards |
|
100% |
| Provision of copies of the Register of Licensed PM Companies and PM Practitioners | Complete provision within 10 working days upon receipt of the application and required fee. | No applications received |
| Updating the Registers of Licensed PM Companies and PM Practitioners | Update within 10 working days after approval of new licences or renewed licences. | 100% |
| Update within 3 months after receipt of notification of the changes in the number of properties managed and/or number of licensed practitioners employed. | 100% | |
| Sanctions imposed after disciplinary hearings: Generally updated within 1 month after the licensee receives notification of the sanction order and the relevant appeal period has expired without an appeal being lodged. | 100% | |
| Updating the List of Licensees | Update every 3 months. | 100% |
| General Enquiries | Hotline enquiries and general written enquiries that do not involve other stakeholders (such as PM companies): 85% will be followed up within 10 working days2。 | 96% |
1. Average target achievement rate for new PM practitioner and PM company licence applications.
2 Service target is measured by the time required to complete the service, calculated starting from the next working day after the date the PMSA receives the complete set of information during office hours. If an enquiry involves contacting, following up with, or receiving a reply from other stakeholders, the processing time may be longer (i.e., exceeding 10 working days).
