Property Management Services Authority to Gazette List of Property Management Company and Property Management Practitioner Licence Holders

Encourages Property Management Industry and the Public to Make Good Use of the Database of Properties Managed by Licensed Property Management Companies and the Guidelines on Property Management Service Agreement

In accordance with the requirement stipulated in the Property Management Services Ordinance (Cap. 626), the Property Management Services Authority (PMSA) will publish in the Gazette tomorrow the list of Property Management (PM) Company and PM Practitioner licence holders under the PM industry licensing regime as of 31 October 2025.

Since the implementation of the PM licensing regime, the PMSA has already issued more than 830 PM Company licences and over 21,000 PM Practitioner licences. Discounting those who hold both formal and provisional licences, as well as those with more than one class of licence, there are currently more than 15,000 licensed PM practitioners actively working to safeguard various types of properties across the territory, ensuring the smooth daily operation of the community.

Dr James WONG, Chairperson of the PMSA, said, “Gazetting the list of licensees is a key component of the PM industry licensing regime. It enhances transparency in industry operation and strengthens public confidence in PM work. To further enhance the effectiveness of the licensing regime, the PMSA earlier launched the Licensed Property Management Companies Property Management Database and the Guidelines on Property Management Services Agreement to assist the industry and the public to make good use of the safeguard provided under the regime. The licensing regime is not merely a regulatory tool, but also a foundation for advancing the quality and professionalism of the industry. The PMSA is committed to establishing clear professional standard for the industry and providing the public with practical and useful information, thereby driving continuous enhancement in the provision of quality PM services.”

In August this year, the PMSA launched the Licensed Property Management Companies Property Management Database (the Database), which contains information on properties with deed of mutual covenant managed by licensed PM companies across all 18 districts of Hong Kong, including the property name, address, the name of the licensed PM company providing services, and its licence number. Users may search by property name or district to conveniently access the information they need. The Database has recently been updated with data as of 31 October 2025 and will continue to be updated every three months to further enhance transparency in PM work.

In addition, the PMSA has published the Guidelines on Property Management Services Agreement” (the Guidelines), which serve as a practical reference for property owners, owners’ organisations (including owners’ corporations), and PM companies when formulating PM service agreement for residential properties. The Guidelines cover common areas of dispute in PM services, set out relevant statutory provisions and advices, thereby helping all parties clearly understand their rights and obligations, fostering effective collaboration and enhancing the quality of PM services.
