“A Decade of Professional Excellence, Advancing Together” Driving the Property Management Industry Towards Enhanced Professionalism and Quality

To implement the measures proposed in the Chief Executive’s 2025 Policy Address for improving building management and enhancing building safety, and to commemorate the important milestone of the 10th anniversary of the enactment of the Property Management Services Ordinance (Cap. 626) and the establishment of the Property Management Services Authority (PMSA), the Home Affairs Department (HAD) today co-organised the “Property Management Summit” with the PMSA at the Hong Kong Convention and Exhibition Centre under the theme “A Decade of Professional Excellence, Advancing Together.” Over 4,000 property management (PM) industry practitioners participated in the Summit in person and online, reviewing together the achievements of the PM industry over the past decade and pooling the strengths of the Government, the PM industry and various stakeholders in the community to drive the PM industry towards healthy and sustained development in the future.

The Summit was officiated by Acting Secretary for Home and Youth Affairs Mr Clarence LEUNG, Director of Home Affairs Ms Priscilla TO and Director of Fire Services Mr Andy YEUNG. Together with Dr James WONG, Chairperson of the PMSA, and other PMSA members, they officiated at the launching ceremony, witnessing the crucial moment in the development of Hong Kong’s PM industry towards enhanced professionalism and quality together with the PMSA, the PM industry and various stakeholders.

Dr James WONG, said in his welcome remarks, " Over the past decade, the PMSA has adopted a three-pronged approach of ‘regulating by licensing’, ‘setting professional standard’ and ‘promoting continuing professional development’. It has been a decade in which Hong Kong’s PM industry laid its foundation, established the regulatory framework, underwent transformation and upgrading, and achieved professional advancement. It has also been a decade in which the industry worked together with a shared purpose and pressed ahead with determination. Today, there are more than 800 licensed PM companies and over 15,000 licensed PM practitioners in Hong Kong, leading over 200,000 frontline PM staff in providing diversified professional PM services for various types of properties across the territory. The PM industry has become the invigilator of buildings and properties, the coordinator of district services, and the important partner in assisting the Government to implement various policies in the community. This is a precious achievement made possible by the joint efforts of every licensed PM company and every PM practitioner, and an outstanding accomplishment during which the entire industry can be proud of.”

Acting Secretary for Home and Youth Affairs Mr Clarence LEUNG, stated in his speech, "PM work has never been easy. The Home and Youth Affairs Bureau fully recognises and appreciates the long-standing dedicated efforts made by the PM industry. Good building and property management is the important cornerstone of district governance and community harmony. Looking ahead, the Government will continue to work hand in hand with the PMSA to drive Hong Kong’s PM industry towards enhanced professional standard. I firmly believe that the PM industry will uphold professionalism, fulfil their duties diligently, and deliver higher-quality and more responsive PM services to the public, creating a liveable and harmonious community."

The Summit was themed on smart PM and centred on three core topics — “Professional Invigilation,” “Innovative Smart Management” and “Emergency Response.” Through interactive exchanges, policy insights, and practical case studies, the Summit highlighted the important role played by the PM industry in safeguarding building safety, adopting advanced technology to enhance service standard, and responding to unanticipated incidents, as well as the public’s expectation of the industry in these matters. Expert speakers from Government departments, public and private organisations, and the PM industry shared their insights in three thematic discussion sessions, including:

  1. Director of Home Affairs Ms Priscilla TO, Director of Corruption Prevention (Acting), Independent Commission Against Corruption Mr Martin LEE and Vice-chairperson of the PMSA and Chairperson of the Disciplinary Committee of the PMSA Ms Careen WONG, in the “Professional Invigilation” thematic discussion, explored how to further enhance the professional standard and integrity culture of the PM industry through policy initiatives, professional regulation and experience sharing. Topics included the HAD’s efforts to strengthen building management and implement the “Joint Property Management” policy, anti-corruption and integrity-enhancement work jointly promoted by the ICAC and the PMSA, and the PMSA’s effort in strengthen professional standard through regulation and disciplinary work;

  2. Deputy Director of Buildings Ms Pelene NG; Director (Property Management), Hong Kong Housing Society Mr Sanford POON, Founding Vice President of the Greater Bay Area Low-Altitude Economy Alliance Dr Winnie TANG and President of The Hong Kong Association of Property Management Companies Limited Mr Kevin CHU, in the “Innovative Smart Management” thematic discussion, explored from multiple perspectives the practical application and development of innovative technology in the PM industry, including low-altitude economy applications, how age-friendly technology can improve the living quality of the elderly, and how the PM industry can continue to develop more people-oriented technologies and incorporate them into daily PM work; and

  3. Senior Scientific Officer (Forecast Development) of the Hong Kong Observatory Mr. WONG Wai Kin; Chief Operating Officer of CLP Power Mr Eric CHEUNG and General Manager of Citybase Property Management Limited Mr Terence MAK, in the “Emergency Response” thematic discussion, focused on the critical role played by PM practitioners in responding to unanticipated incidents and extreme weather conditions, and highlighted through real case sharing the important positioning of PM companies and practitioners in safeguarding building safety.

The Summit also invited Acting Secretary for Home and Youth Affairs Mr Clarence LEUNG, Director of Home Affairs Ms Priscilla TO and Director of Fire Services Mr Andy YEUNG, accompanied by PMSA Chairperson Dr James WONG and Vice-chairperson Ms Careen WONG, to host the premiere of the PMSA’s new TV Announcement in the Public Interest (API). The API features the story of the PM industry’s “Property Invigilator” image ambassador “ProMan” invigilating the community and protecting property users, showcasing the PMSA’s achievements over the past decade in implementing the PM industry licensing regime and enhancing the professional standard of the industry, as well as its firm commitment to continue supporting the industry’s development towards enhanced quality and professionalism in the future, echoing the theme “A Decade of Professional Excellence, Advancing Together.” The API will be broadcast on different television stations starting from September.

Dr James WONG added, “The professional development of Hong Kong’s PM industry today, and the recognition and affirmation it has received from the community, would not have been possible without the trust, support and collaboration of different sectors. Looking ahead to the next decade, the PMSA will continue to work hand in hand with the PM industry to promote the enhancement of Hong Kong’s PM services in professional invigilation, innovative smart management, and emergency response, so that PM services will become more professional, reliable, caring and responsive, making greater contributions to enabling members of the public to live and work in contentment, fostering community harmony and stability, and supporting the sustainable development of Hong Kong.”

Dr James Wong also announced at the Summit that the PMSA will establish a PM Professional Academy to more systematically promote a culture of continuing professional development in the industry.

A thematic exhibition was also set up outside the Summit hall to allow participants to gain a deeper understanding of the changes and development of the PM industry over the past decade. The exhibition featured two areas. One area systematically reviewed the key development of the PMSA over the past ten years since its establishment in regulating by licensing, setting professional standard, promoting Continuous Professional Development, and strengthening communication and liaison with various sectors, through illustrated timelines and interactive display. The other area focused on the current status and achievement of the PM industry under the licensing regime, showcasing the practical application of various innovative technologies adopted in different areas of PM work, and sharing real cases of outstanding PM practitioners.
