Production of Leaflet on "Typhoon Response Measures for the Property Management Industry" Enhancing Safety Management and Risk Response Capabilities of the Property Management Industry

To support the property management (PM) industry in strengthening its typhoon response and risk management capabilities, the Property Management Services Authority (PMSA), together with the Buildings Department, the Civil Engineering and Development Department, the Drainage Services Department, the Home Affairs Department, the Electrical and Mechanical Services Department, the Hong Kong Observatory, the CLP Power Hong Kong Limited, and the Hongkong Electric Company Limited, have jointly produced the “Typhoon Response Measures for the Property Management Industry” leaflet. The leaflet aims to remind licensed PM companies and PM practitioners to assist owners/owners' organisations in reviewing the typhoon precautionary and emergency response arrangements for properties, and to remind property users and relevant contractors in a timely manner to properly carry out precautionary, response and remedial measures, thereby enhancing the overall safety management and risk response capabilities of properties.

The booklet sets out in checklist format the precautionary and preparatory work to be carried out by the PM industry before the arrival of typhoon, response measures to be taken during typhoon, as well as repair, inspection, and review work to be carried out afterwards. It assists licensed PM companies and PM practitioners in formulating and implementing response plans in a more systematic manner in their daily PM work, carrying out inspection of the exterior and high-level risks of buildings, drainage and flood prevention facilities, electrical and mechanical and communal facilities, private slopes and retaining walls, as well as strengthening resident notification, etc.

Dr James WONG, Chairperson of the PMSA, said, “Hong Kong is affected by tropical cyclones, heavy rain, and storm surges every year. Extreme weather poses severe challenges to property and facility management and directly affects the safety of property users' and their properties. As the property manager for owners/owners' organisations, licensed PM companies and PM practitioners play a crucial professional role in preventive preparation before the arrival of typhoon, immediate response during typhoon, and remedial inspection afterwards. PM practitioners are often at the frontline during typhoon period. They have to safeguard the personal safety of property users, maintain emergency duty and communication, closely monitor the operation of various facilities, and make timely response. These tasks fully demonstrate the professional commitment of the PM industry as 'Property Invigilators'. I strongly urge the industry to study the “Typhoon Response Measures for the Property Management Industry” leaflet, distribute it to frontline staff as reference material for their daily work, regularly review relevant safety management and emergency arrangements, and properly carry out typhoon preparation, incident response, and remedial work.”

Typhoon response work covers a wide range of areas, including building safety, slopes and retaining wall, drainage and flood prevention, district support, electrical and mechanical safety, weather information, and power supply stability. It relies on the concerted efforts of various departments and organisations to provide the PM industry with practical reference material that meets actual operational needs, jointly driving the industry to enhance safety management and risk response.”

When handling typhoon-related preventive, responsive, and remedial work, licensed PM companies and PM practitioners must act in accordance with the relevant Codes of Conduct and make reference to the relevant Best Practice Guides formulated by the PMSA under the Property Management Services Ordinance (Cap. 626), including "Handling Emergencies" (Code No.: C12/2022), "Handling Scaffolding Work" (Code No.: C13/2022), "Tree Management Work" (Code No.: C18/2022), "Slope Management Work" (Code No.: C23/2024), and "Handling Drainage Work" (Code No.: C24/2022).

In addition, the PMSA will co-organise the “Property Management Summit” with the Home Affairs Department on 19 August 2026 at the Hong Kong Convention and Exhibition Centre. The Summit will, inter alia, feature a thematic discussion on “Emergency Response”, focusing on the critical role and practical experience of PM service teams in responding to unanticipated incidents and extreme adverse weather condition, highlighting the important role of PM practitioners in invigilating building safety. The discussion will also emphasise the importance of continuous professional development, technical support, and cross-sector collaboration, with a view to driving the PM industry to enhancing its safety management and risk response capabilities.
