Production of the "Responsibilities for Safety Management of Electrical Installations" Leaflet
Urges the Property Management Industry to Strengthen Safety Management of Common Electrical Installations in Buildings and Adopt Timely Preventive Measures
Extreme weather conditions have become increasingly frequent in Hong Kong, posing huge challenges to facility management in properties. Recent power incidents in different properties have resulted in power outage, water supply interruption and lift service disruption, affecting the daily lives of residents. To support the property management (PM) industry in enhancing safety management of electrical installations, the Property Management Services Authority (PMSA), together with the Electrical and Mechanical Services Department (EMSD), the Housing Department, CLP Power Hong Kong Limited (CLP), and The Hongkong Electric Company Limited (HK Electric), have jointly produced the “Responsibilities for Safety Management of Electrical Installations” leafletIt urges licensed PM companies and PM practitioners to pay attention to their safety management responsibilities in respect of electrical installations in common areas of properties, and provides practical reference for the industry to assist it in conducting daily inspection, handling incidents, communicating with residents and carrying out follow-up work in a more systematic manner, so as to minimise the impact of unanticipated power incidents on property users.
The leaflet covers areas including regular inspection of fixed electrical installations, routine check and maintenance, emergency preparedness, incident handling, record-keeping and reporting, resident communication, and post-incident follow-up work. It assists licensed PM companies and PM practitioners in managing safety risks associated with electrical installations in common areas of properties more systematically in their daily PM work, identifying abnormal situations at an early stage, taking effective measures in a timely manner, and enhancing the overall safety standard of properties.
Dr James WONG, Chairperson of the PMSA, said, “Electrical safety is closely related to the every day life of every property user. A power incident may affect not only lighting and electrical appliance but also water supply, elevator, fire safety, access control, communication, and essential living support for residents in need. Licensed PM companies and PM practitioners must pay due attention to the daily inspection, maintenance and emergency response arrangements for electrical installations in common areas of properties, and have to advise owners to fulfil the related statutory responsibilities. I strongly urge the industry to study the leaflet carefully on ‘Responsibilities for Safety Management of Electrical Installations’ and distribute it to frontline PM staff as reference for their daily work, and regularly review relevant safety management and emergency arrangements, and properly carry out safety management and emergency work, thereby demonstrating the professional commitment of the PM industry as ‘Property Invigilators’.”
Dr. Wong added, “I sincerely thank the EMSD, the Housing Department, CLP, and HK Electric for providing professional advice and practical support in producing this leaflet. Safety management of electrical installations involves various aspects including statutory requirement, technical standard, daily maintenance and emergency response, etc. It relies on the concerted efforts of different departments and organisations to provide the PM industry with practical reference material to meet its actual operational needs.”
The “Responsibilities for Safety Management of Electrical Installations” leaflet has been uploaded to the PMSA website (https://www.pmsa.org.hk/en/information-centre/publications).
In the event of a unanticipated power incident, in addition to referring to the above leaflet, licensed PM companies should also act in accordance with the Code of Conduct “Handling Emergencies” (Code No.: C12/2022) and relevant Best Practice Guides issued by the PMSA.
In addition, the PMSA will co-organise the “Property Management Summit” with the Home Affairs Department on 19 August 2026 at the Hong Kong Convention and Exhibition Centre. The Summit will feature a thematic discussion on “Emergency Response”, focusing on the critical role and practical experience of PM service teams in responding to unanticipated incidents and extreme adverse weather conditions, highlighting the important role of PM practitioners in invigilating building safety. The discussion will also emphasise the importance of continuous professional development, technical support, and cross-sector collaboration, with a view to driving the PM industry to enhance its safety management and risk response capabilities.
