Property Management Services Authority to Gazette List of Property Management Company and Property Management Practitioner Licence Holders Urging the Industry to Renew Licence on Time to Ensure Continuous Compliance

In accordance with the requirement stipulated in the Property Management Services Ordinance (Cap.626) (PMSO), the Property Management Services Authority (PMSA) will publish in the Gazette tomorrow the list of Property Management Company (PMC) and Property Management Practitioner (PMP) licence holders under the Property Management (PM) industry licensing regime as of 30 April 2026.

Under the PM licensing regime, the PMSA has already issued more than 840 PMC licences and over 22,000 PMP licences. Discounting those who have obtained both formal and provisional licences as well as those who hold more than one class of licence, there are currently more than 15,000 licensed PMPs fulfilling their duties as “Property Invigilator” for the smooth operation of the general public’s daily lives, safeguard our properties and public health, and actively contribute to the well-being of the community.

Dr James WONG, Chairperson of the PMSA, said, “A substantial number of PMC and PMP licences issued by the PMSA in 2023 will expire this year as their three-year validity period comes to an end. Timely licence renewal is not only a statutory requirement but also demonstrates the firm commitment of PMCs and PMPs to providing quality and professional services to the community. I earnestly urge the industry to allow sufficient time and submit licence renewal application to the PMSA before the statutory deadline so as to ensure that the PM services provided to the properties under their management will not be affected.”

Dr. WONG added, “The general public should also proactively pay attention to whether the PMC engaged by their property continues to hold a valid licence in order to avoid any disruption to PM services. Owners’ organisations may refer to the licences displayed by the PMC in the property and their validity period, or browse the PMSA’s “Registers of Licensees” on the PMSA website to check the validity period of the concerned PMC's licence and remind the PMC to renew its licence in a timely manner.”

Starting from 1 August 2023, all PMCs providing properties subject to deed of mutual covenant with more than one category of prescribed PM services, as well as PMPs serving managerial or supervisory roles in such PMCs to provide PM services, must hold valid PM licence in accordance with the PMSO. A PMC required to be licensed cannot act as a PMC if it does not possess a valid PMC licence. For relevant PMPs, one cannot act as a licensed PMP if he/she does not possess a valid PMP licence. Contravention is liable on conviction to a maximum fine of $500,000 and imprisonment for two years. The PMSO also stipulates that licensed PMCs and PMPs must submit their licence renewal applications to the PMSA within a period of 6 to 9 months and 3 to 6 months respectively, prior to the expiration of their licences.

In addition, to enhance public knowledge about PM services provided by licensed PMCs across different districts in Hong Kong, the PMSA has launched the “Licensed Property Management Companies Property Management Database” (the Database). Through the Database, members of the public can access information on properties subject to deeds of mutual covenant managed by licensed PMCs across all 18 districts of Hong Kong. The Database currently contains information up to 30 April 2026, and the PMSA will update the Database around every three months.
