Property Management Services Authority Announces Service Targets for Licensing and Regulatory Matters
The Property Management Services Authority (PMSA) today announced the introduction of a series of service targets for property management (PM) industry licensing and regulatory matters, with the aim of further enhancing the quality of its public services and work transparency.
Since the implementation of the PM industry licensing regime under the Property Management Services Ordinance (Cap. 626) (“PMSO”) from August 2020, the three-year transition period of the licensing regime ended smoothly on 31 July 2023. The Hong Kong PM industry has entered into a new era whereby PM companies and relevant practitioners are required to be licensed. Having accumulated sufficient operational experience and data from processing various licence applications and performing regulatory functions, the PMSA has now established a set of practical and achievable service targets for licensing and regulatory matters, including:

| Provision of copies of the Register of Licensed PM Companies and PM Practitioners | In accordance with Section 13(8) of the PMSO, any person may, upon payment of the prescribed fee, obtain a copy of the whole or any part of the Register maintained by the PMSA.

The first service target listed in the table above (item 1) has already taken effect. The other service targets (items 2 to 6) will take effect today (1 April 2026).

As the statutory regulator of the PM industry, we also hold ourselves to the same high standard by continuously improving the quality of our public services. The introduction of the service targets for licensing and regulatory matters is intended to further enhance the transparency of PMSA’s work, enabling the industry and the public to have a clearer understanding of our service pledges and actual performance. The year 2026 marks the 10th anniversary of the enactment of the PMSO and the establishment of the PMSA. We will continue to uphold the spirit of continuous improvement, dedicated to improving service efficiency and further promoting the professional status of the PM industry, and will work hand in hand with the industry to build up a better quality community for the public.”
