Over 2,900 Members of Property Management Industry Attended Property Management Services Authority’s Continuing Professional Development Seminar on Handling Emergencies
The Property Management Services Authority (PMSA) today organised a Continuing Professional Development (CPD) seminar on “Handling Emergencies.” Over 2,900 members of the property management (PM) industry participated in-person and online, gaining multi-faceted insights into emergency handling to safeguard the lives and property of the general public.
At the seminar, Electrical and Mechanical Engineer Mr. YIU Chu-hong and Engineer Mr. CHEUNG Mentor from Electrical & Mechanical Services Department explained strategies for responding to power incidents within properties and shared how to handle lift/elevator incidents respectively; Mr. LO Yun-wo, Senior Station Officer, Fire Services Department, discussed how to formulate fire management plan and fire emergency response measures for properties; Mr. Dominic HUI, Manager – Resources Programming (East & West Region), CLP Power Hong Kong Limited, and Mr. Joseph MAK, Chief Meter Installation Engineer, Hong Kong Electric Company Limited, respectively introduced power incident causes and electrical maintenance in properties, as well as support which can be provided during such incidents; Mr. Stephen LAU, Chairman of Professional Practice, Hong Kong Institute of Housing cum Assistant General Manager, Kai Shing Management Services Limited, shared practical experience of PM companies in handling emergencies for properties; as well as Ms. Diana PANG, General Manager (Regulatory), PMSA, who elaborated on the responsibilities of PM companies and practitioners as facility managers in handling emergencies for properties.
Dr. James WONG, Chairman of the PMSA, said, “By making thorough preparation and formulating comprehensive contingency plan in advance for emergencies or unforeseen incidents such as typhoon, adverse weather, flooding, burst water pipes, power incidents or fire, crises can be prevented before they arise. This enables the emergency response mechanism to be activated swiftly when incidents occur, allowing for effective action and minimising the impact as much as possible.”
Dr. WONG emphasised, “The PM industry serves as ‘Property Invigilators,’ a role of great responsibility. Although we cannot accurately predict when natural disasters or unforeseen incidents will occur, it is essential to stay prepared. This includes conducting comprehensive risk assessment, formulating clear contingency procedures, appointing dedicated personnel to oversee and coordinate emergency responses, and arranging regular drills to enhance response capabilities. Furthermore, it is crucial to establish effective communication and collaboration mechanism with relevant Government departments and public organisations. In the event of an emergency, these proactive measures enable swift, orderly and effective response, thereby ensuring the health and safety of property users and the protection of their assets.”
Dr. WONG also said, “The PMSA has previously issued the Code of Conduct and relevant Best Practice Guide on “Handling Emergencies” to provide practical guidance for the industry. I hope this seminar will further support participants in consolidating their knowledge, strengthening their awareness of emergiency preparedness, and enhancing their operational capabilities in handling emergency incidents so as to safeguard the lives and property of property users and the general public.”
PM Practitioner licence holders who completed the seminar aforementioned may obtain recognised CPD hours under the PMSA CPD Scheme, as well as certificate of participation issued by the PMSA.
Following the ending of the three-year transitional period for the PM industry licensing regime, the PMSA has commenced mandatory implementation of its CPD Scheme. PM Practitioner licence holders of different tiers are required to receive continuing education in phases with the aim to drive the advancement and raise the professional standard as well as status of the industry. Under the Scheme, PM Practitioners (Tier 1) are required to complete a minimum of 12 hours of qualifying CPD activities/courses annually starting from 1 January 2024 , while PM Practitioners (Tier 2) are required to complete a minimum of 6 hours of CPD activities/courses annually starting from 1 January 2025. The PMSA has imposed mandatory CPD participation condition on all newly issued or renewed licences since 1 August 2023. Non-compliance may affect future licence renewal.
