The Property Management Services Authority Shows Concern about Property Management Company’s Handling of the Major Power Outage Incident at I-Feng Mansions

The Property Management Services Authority (PMSA) is concerned about a large-scale power outage incident at I-Feng Mansions in To Kwa Wan (the Building). After the incident, some residents complained that the property management company (PMC) of the Building had not provided adequate assistance to the residents and the Incorporated Owners. The PMC also did not properly provide information regarding the arrangement of power restoration.

PMSA has issued the Code of Conduct on “Handling Emergencies” under the Property Management Services Ordinance (Cap. 626) (PMSO) and formulated the related Best Practice Guide (collectively referred to as the “Code and Guide”) to provide practical guidance on emergency response procedures for PMCs when encountering emergencies or unexpected situations such as typhoon, severe weather, flooding, burst pipe, power outage, or fire, etc.. PMSA expects licensed PMCs and property management practitioners (PMPs) to refer to the guidelines set out in the aforementioned Code and Guide for providing property management services to the residents.

According to the Code of Conduct on “Handling Emergencies”, licensed PMCs have to, for the properties for which property management services are provided by them, establish proper mechanism for handling emergencies and appoint licensed PMPs to deal with emergency situation. They also have to establish proper communication channel with relevant Government departments and organizations so that assistance can be sought as soon as possible when emergencies occur. Likewise, they have to establish proper channel for communication with the residents so as to notify them as soon as possible, enabling them to make appropriate arrangements when emergencies occur.

The PMSA will examine and review the relevant PMC’s response and handling of the power outage at I-Feng Mansions and will follow up in accordance with PMSO. Should any disciplinary offences under the PMSO be identified, the PMSA will take follow-up action seriously.

In addition, on 24 July, PMSA published a blog post urging the property management industry to follow the Code of Conduct on “Handling Emergencies” and refer to the Best Practice Guide, in order to take preventive measures before emergency situation occurs. The PMSA also issued letters today to all licensed PMCs and PMPs, appealing to the industry to carefully manage emergency situation by following the Code and making reference to the Guide. The PMSA will also organize continuing professional development seminar on the subject to enhance the industry’s awareness and capability in handling emergencies.
