Property Management Services Authority Issues Over 400 Property Management Company Licences
First Batch of Licensees Are Reminded to Pay Attention to Licence Renewal Arrangement

The Property Management Services Authority (PMSA) announced today that the number of property management company (PMC) licence applications received since the implementation of the property management (PM) industry licensing regime from 1 August 2020 has reached over 600, of which more than 400 PMC licences have been issued successfully.

Chairperson of the PMSA Dr James WONG said, “The three-year transitional period under the PM industry licensing regime has entered the final countdown phase (up to 31 July 2023). PMCs which have yet to submit licence application should promptly make an appointment (through the PMSA PMC licence application hotline 3696 1157) for submitting application at a suitable timeslot before the end of May this year. If PMCs submit application in June/July, the PMSA cannot guarantee the issue of licence by the end of July before the transitional period ends. Such PMCs shall have to face the risk of not being able to comply with the law, thereby not being able to continue to provide PM services after the transitional period.”

In addition, the PMSA has already issued over 11,000 property management practitioner (PMP) licences (whereby formal licences account for 67% while provisional licences account for 33%).

The first batch of licences issued by the PMSA with validity period of three years will expire from August this year onwards. In accordance with the Property Management Services Ordinance (Cap. 626), licensed PMCs and licensed PMPs must make application to the PMSA for licence renewal within 6 to 9 months or 3 to 6 months respectively prior to the date of expiry.

The PMSA has already issued licence renewal notices to the licensees concerned through email. Licensees may download the licence renewal application form from the PMSA website (https://pmsa.org.hk/en/licensing-regime/renewal/) and submit the documents and fee required by making an appointment to visit the PMSA office in person or by post.

Under the PM industry licensing regime, all PMCs providing properties subject to deeds of mutual covenant with more than one category of prescribed PM services, as well as PMPs serving managerial or supervisory roles in such PMCs to provide PM services, must hold valid PM licence starting from 1 August 2023 in order to continue to provide PM services in accordance with the law. A PMC required to be licensed cannot act as a PMC if it does not possess a valid PMC licence. A party which contravenes the above provision is liable on conviction to a maximum fine of $500,000 and imprisonment for two years.
