The Guidelines on “Property Management Services Agreement” issued by the Property Management Services Authority (“PMSA”) aim to assist property owners / owners’ organizations and property management companies (“PMCs”) in clearly understanding each other’s rights and responsibilities when entering into a property management services (“PMSs”) agreement for residential properties, so as to safeguard the interests of both parties, promote more effective cooperation between them, thereby enhancing the service quality and professional standard of the PMCs, facilitating the provision of good PMSs, and minimizing  unnecessary disputes and conflicts between the parties.

The content of a PMSs agreement varies depending on the scale and nature of individual residential property. Generally, the scope of the PMSs agreement mainly covers the duration of the services agreement, the owners’ responsibilities, the duties of the PMC, the assessment of the remuneration for the PMC, and the handover responsibilities upon termination of the agreement, etc.  The PMSA has taken account of the general concerns and disputes related to the various aspects of PMSs agreement so as to provide reference and guidance for owners / owners’ organizations and the PM industry in the preparation of PMSs agreement for typical residential properties.  For details, please refer to Guidelines on “Property Management Services Agreement”.
