Property Management Services Authority Announces New Recognised Professional Body Chartered Association of Building Engineers Hong Kong Chapter Becomes 13th PMSA RPB

The Property Management Services Authority (PMSA) announces today that the Chartered Association of Building Engineers (CABE) Hong Kong Chapter has been added to the list of Recognised Professional Bodies (RPBs) under the property management (PM) industry licensing regime. Its Fellow Chartered Building Engineer, Chartered Building Engineer and Chartered Member membership grades are in compliance with the requirement concerning professional qualification for the PM Practitioner (Tier 1) licence issued by the PMSA.

Dr. James WONG, Chairperson of the PMSA said, “The PMSA welcomes the CABE Hong Kong Chapter becoming a PMSA RPB. Building engineering and PM services are closely connected throughout the life cycle of a building. Areas ranging from building planning, architectural design and fire safety to facilities repair and maintenance, risk management and sustainable development are all closely related to daily PM work. As public expectations for building safety, facilities management, energy conservation and carbon reduction, as well as smart PM, continue to rise, the PM industry needs to bring together expertise from different professions, including building engineering, to foster cross-professional collaboration and provide the public with more comprehensive, professional and quality PM services.”

Dr. WONG added, “Since the implementation of the PM industry licensing regime, the PMSA has been committed to enhancing the professional standard and status of the PM industry in Hong Kong through the three-pronged approach of ‘Regulating by licensing’, ‘Setting professional standard’ and ‘Promoting continuing development’. The CABE Hong Kong Chapter becoming the latest PMSA RPB fully demonstrates that the PM industry licensing regime is supported by various professional bodies. The PMSA looks forward to working closely with various RPBs and different organisations in the PM industry, promoting cross-professional exchanges and driving the continuous and healthy development of the PM industry in Hong Kong.”

The PMSA examined the CABE Hong Kong Chapter’s application based on five criteria, namely, its relevance to the PM profession in Hong Kong, membership criteria, mechanism to regulate professional conduct, requirement on members’ continuing professional development, as well as its recognition within the industry. Admission of the CABE Hong Kong Chapter as the 13th PMSA RPB further broadens the foundation for collaboration between the PM industry and other related professional sectors, and will help attract more professionals with building engineering background to join the PM industry.

Under the PM industry licensing regime, one of the criteria for holding a PM Practitioner (Tier 1) licence is that the applicant must hold a designated class of membership of a PMSA RPB. The PMSA has previously recognised 12 professional bodies, including the following (in alphabetical order):
