Property Management Services Authority Signs Memorandum of Understanding with Beijing Municipal Commission of Housing and Urban-Rural Development Opening a New Chapter of Exchanges and Collaboration in Property Management between Beijing and Hong Kong

Dr James WONG, Chairperson of the Property Management Services Authority (PMSA), visited Beijing today and conducted exchange with Mr WANG Fei, Director of the Beijing Municipal Commission of Housing and Urban-Rural Development, and signed the “Memorandum of Understanding (MoU) on Collaboration in the Field of Property Management” with Mr WANG Zheng, Deputy Director of the Beijing Municipal Commission of Housing and Urban-Rural Development. The MoU seeks to establish a collaborative relationship to strengthen exchanges in the field of property management (PM) between Beijing and Hong Kong, promote exchanges between the two sides in areas including PM policies, industry regulation, smart PM, green PM, talent training and industry development, and jointly promote the high-quality development of the PM industry, opening a new chapter of exchanges and collaboration in PM between Beijing and Hong Kong.

According to the MoU, the two sides will establish a long-term friendly collaborative relationship, fully leverage their respective strengths, enhance business collaboration and exchanges, and jointly promote the implementation of relevant policies in the PM sector. Major areas of collaboration include promoting discussion on PM rationales and policies between Beijing and Hong Kong; sharing successful cases and technological innovation achievement relating to smart and green development of PM; organising mutual visit and learning exchange among PM practitioners of the two cities; jointly organising PM activities; and exploring the establishment of a talent mutual recognition mechanism between the two cities.

Dr James WONG, Chairperson of the PMSA, said, “The PMSA is pleased to be invited by the Beijing Municipal Commission of Housing and Urban-Rural Development to sign the MoU. Beijing is the capital of the country. The signing of the MoU between the PMSA and Beijing municipal government body fully reflects the attention and recognition given by various parties in the Mainland to the development of Hong Kong’s PM industry and the implementation of the PM industry licensing regime. Over the past decade, Hong Kong’s PM industry has gradually established a local licensing and regulatory regime. Through setting professional standard and encouraging continuing development, the PMSA has promoted the professional and quality development of the industry. The signing of the MoU not only establishes an important platform for exchanges and collaboration in the PM field between Beijing and Hong Kong, but also facilitates mutual learning and complementarity of strengths, jointly advancing high-quality development of the PM industry.”

Dr WONG emphasised, “The PMSA will continue to leverage Hong Kong’s unique edge of backing by the Mainland and connecting to the global arena, promote the alignment of Hong Kong’s PM industry with the professional development of PM in different Mainland cities, and showcase the professional service standard of Hong Kong’s PM industry, thereby further strengthening the status and reputation of the industry.”

During the visit to Beijing, the PMSA Chairperson and the accompanying representatives of the Hong Kong Institute of Housing will also visit Xiong’an New Area to learn about its latest development, urban planning, smart city development and community management. Xiong’an New Area is an important component of the country’s major development strategy. Through this visit, the PMSA aims to strengthen understanding of the innovative experience of Mainland cities in urban development and community management, and providing reference for Hong Kong’s PM industry in areas of smart PM and sustainable development, etc.
