Property Management Services Authority Welcomes the Appointment of New Members
The Property Management Services Authority (PMSA) welcomes the Chief Executive’s reappointment of Dr. James WONG Kong-tin as Chairperson of the PMSA, and the appointment of current Member Careen WONG Hau-yan as Vice-chairperson. The PMSA also welcomes Nelson CHIU Kwan, Bevis LEUNG Wai-shing, CHUNG Ching-may, Professor Alex FAN Hoi-kit, Andy WONG Man-kit, and WONG Tsz-tat as new Members of the PMSA, as well as the reappointment of 12 serving Members, including Dr Johnnie CHAN Chi-kau, Spencer LAW, Stephen POON Kin-leung, Ann AU Chor-kwan, Jonathan CHANG Tien-yin, CHO Wui-hung, Renee HO Hang-yin, Manley LAU Man-kit, Benny YEUNG Tsz-hei, YIU Kwok-wai, Director of Housing or his/her representative and Director of Home Affairs or his/her representative. All new appointments and reappointments will take effect on 1 December 2025 for a term of three years.
Current PMSA Vice-chairperson Professor Eddie HUI Chi-man, along with Members Dick KWOK Ngok-chung, Ivan TAM Kwok-wing, Annie WONG Pak-yan, CHOW Luen-kiu, and Jeremy YOUNG Chit-on will step down on 30 November 2025. The PMSA expresses sincere gratitude for their valuable contributions during their tenure.
Dr James WONG, Chairperson of the PMSA, said, “I am deeply honored to be reappointed by the Chief Executive as Chairperson of the PMSA. Over the past three years, with the strong support of all Members and the Home Affairs Department, as well as the united efforts of the PMSA Executive Office, the property management (PM) industry licensing regime has achieved a smooth transition, driving the industry’s continuous advancement and healthy development. The PMSA will continue to uphold its vision and further enhance the professional standard, status and public recognition of the industry through the three-pronged approach of “Regulating by licensing”, “Setting professional standard” and “Promoting Continuous Professional Development”. The PMSA will also actively encourage the industry to support the implementation of Government policies, embracing its roles as ‘Property Invigilators’ and making positive contributions to the well-being of the community.”
Dr WONG added, “I would also wish to take this opportunity, on behalf of the PMSA, to extend our heartfelt gratitude to Vice-chairperson Professor Eddie HUI Chi-man and all departing Members. Throughout their tenure, they have offered unwavering support and sincere dedication to the work of the PMSA. Their valuable insights on policy formulation, system optimisation, and industry development have laid a solid foundation for the operation of the PMSA. Their professionalism and selfless contributions have played a pivotal role in advancing the PM industry towards enhanced professionalism and quality. The PMSA deeply appreciates their efforts made.”
Members of the PMSA are appointed by the Chief Executive in accordance with the Property Management Services Ordinance. Newly appointed and reappointed Members are selected from three categories including Category I Persons: Individuals who are engaged in PM services, Category II Persons: Individuals, not being Category I persons, who, because of their experience in PM, general administration or consumer affairs, appear to the Chief Executive to have knowledge of PM services and Category III Persons: Individuals, not being Category I or Category II persons, who appear to the Chief Executive to be suitable to be appointed as Members of the PMSA.
