Over 3,000 Members of Property Management Industry Attended Property Management Services Authority’s Continuing Professional Development Seminar on Prevention of Chikungunya Fever

Over 3,000 members of the PM industry participated in-person and online in a Continuing Professional Development (CPD) seminar on “Prevention of Chikungunya Fever” organised by the Property Management Services Authority (PMSA) today. Ms. YOUNG Bick-kwan, Irene, Permanent Secretary for Environment and Ecology (Food) was invited to deliver a speech on the event, and two Government experts including Dr. LUI Siu-yee, Medical and Health Officer, Communicable Disease Branch, Centre for Health Protection, Department of Health; and Miss TSANG Wing-sze, Head of the Disease Response and Education Unit, Food and Environmental Hygiene Department, shared insights with the property management (PM) industry on the pathology and latest prevention strategies for Chikungunya Fever, as well as mosquito control measures that the industry should adopt. The seminar aimed to enhance the industry's epidemic prevention awareness and response capabilities from professional and practical perspectives.

Dr. James WONG, Chairman of the PMSA, said, “Hong Kong has recently seen imported cases of Chikungunya Fever, and the number of infections in neighbouring regions and certain overseas countries are showing significant upward trend, which is a matter of concern. The PM industry, as ‘Property Invigilator,’ must remain highly alert and work collaboratively to implement control measures, for upkeeping with full conviction the health and safety of property users and the public.”

Dr. WONG emphasised, “The mission of the PM industry goes beyond maintaining physical facilities. It also involves keeping a safe and healthy environment for property users. With infectious disease threats, we must adopt a proactive ‘prevention is better than cure’ approach with all our efforts. Through today’s sharing and exchange, I am convinced that PM practitioners will further enhance their epidemic prevention awareness and capabilities, turning the knowledge gained today into action and building together a robust mosquito defence barrier for Hong Kong.”

PM Practitioner Licence holders who completed the seminar aforementioned may obtain recognised CPD hours under the PMSA CPD Scheme, as well as certificate of participation issued by the PMSA.

To prevent the spread of Chikungunya Fever, the PMSA issued a letter in early August 2025 to remind over 800 licensed PM companies and more than 15,000 licensed PM practitioners in the territory to strengthen mosquito control measures within their properties managed. These measures include:

  1. Enhancing mosquito control publicity by displaying relevant posters and notices in lobbies and prominent areas of estates/buildings, to increase residents' awareness of mosquito prevention;

  2. Assigning staff to be responsible for mosquito prevention and inspecting public areas of properties at least once a week;

  3. Maintaining environmental hygiene and properly disposing of water-retaining waste in covered bins;

  4. Sealing all water storage containers, tanks, and well;

  5. Changing water in vases and water-grown plants at least once a week and removing water from saucers under flower pots;

  6. Keeping drains clear to prevent blockages and cleaning them with alkaline detergent at least once a week;

  7. Drilling large holes in parking lot wheel stoppers and filling bamboo stumps with sand or soil to prevent water accumulation;

  8. Levelling uneven ground and filling manhole cover keyholes with sand or covering them with plastic caps or tape; and

  9. Checking umbrella stands, umbrella tubes, and air-conditioner drip trays to prevent stagnant water.

The PMSA CPD Scheme has been fully implemented on a mandatory basis. PM Practitioner (Tier 1) and (Tier 2) Licence holders are required to complete at least 12 hours / 6 hours of recognised CPD activities/courses annually, as required under their license conditions.

The PMSA has imposed mandatory CPD participation condition on all newly issued or renewed licences as from 1 August 2023. Non-compliance may affect future licence renewal.
