Property Management Services Authority Conducts Exchange with
​​​​​​​Dongguan Municipal Housing and Urban-Rural Development Bureau and Dongguan Property Management Industry Association

The Property Management Services Authority (PMSA) conducted exchange today with the delegation of the Dongguan Municipal Housing and Urban-Rural Development Bureau as well as the Dongguan Property Management Industry Association. Exchanges were made in the areas of property management (PM) industry operation as well as collaboration and integration between the PM industries in Hong Kong and Dongguan. Representatives from the Home Affairs Department of the Hong Kong Special Administrative Region Government also participated in the exchange.

Dr James Wong, Chairperson of the PMSA, said, “The PMSA is pleased to note that the Dongguan Municipality Regulation on Realty Management will be promulgated on 1 June this year. The regulation stipulates the roles and duties of property owners and PM practitioners, setting out the rights and obligations of both parties, which offers the PM industry a well-defined position to provide more professional and effective PM services for members of the public to work and live in harmony.”

Dr James Wong added, “Hong Kong is currently the only city in the Greater Bay Area (GBA) to implement a licensing regime for the PM industry. The PMSA has introduced to the delegation in the exchange today how the development of the PM industry in Hong Kong has been driven towards enhanced quality and professionalism through the three-pronged approach of “regulating by licensing”, “formulating professional standards” and “implementing continuing professional development” since the ending of the three-year transitional period of the PM industry licensing regime last July. Through strengthening exchange and collaboration with PM authorities and industries in different provinces and municipalities of the GBA, the PMSA will continue to strive and seize the opportunities brought by the GBA development and leveraging the strengths of Hong Kong as the gateway to the international arena so as to create more room for the thriving of the PM industry in Hong Kong, and to drive the healthy development of the country’s PM industry as a whole.

The exchange was facilitated by the Hong Kong Institute of Certified Property Managers, one of the ten PMSA recognised professional bodies.

Under the PM industry licensing regime, over 770 PM companies and more than 14,000 PM practitioners in Hong Kong have already been licensed by the PMSA, providing PM services to over 2.4 million units in different types of properties in Hong Kong. They constitute a major professional workforce, and have become invaluable asset and resources in driving the future development of Hong Kong.
