Over 450 Members of the Property Management Industry 
Participated in the Property Management Services Authority’s 
Continuing Professional Development Seminar
to Get Prepared for Municipal Solid Waste Charging

Over 450 members of the property management (PM) industry participated in the Continuing Professional Development (CPD) seminar organised by the Property Management Services Authority (PMSA) today to get prepared for the implementation of Municipal Solid Waste (MSW) charging.

Mr. CHEN Kin Wun, Edwin, Senior Environmental Protection Officer (Waste Collection & Charging) of the Environmental Protection Department (EPD), provided the property management (PM) industry with the latest update on MSW charging (including information on bulk purchase and authorised retailers of designated trash bags) at the seminar and introduced recycling measures and relevant subsidy policies that complement MSW charging as well as addressed common questions on MSW charging raised by the industry.

Dr James WONG, Chairperson of the PMSA, said, “The PM industry, which manages various types of properties and has wide exposure to members of the public,  plays a crucial role in the implementation of MSW charging. As the statutory authority of the PM industry, the PMSA will continue to collaborate with the EPD and drive the industry to implement MSW charging, and assist stakeholders such as owners’ organisations, tenants, and cleansing service contractors to understand and comply with the relevant legislation.”

This seminar was co-organised by the PMSA and Yau Tsim Mong District Office and supported by Yau Tsim Mong District Council. Members of the Yau Tsim Mong District Council and owners’ corporations/owners’ committees in the district also attended the seminar.

To facilitate the PM industry in getting prepared for MSW charging, the PMSA has arranged two CPD seminars for the industry, one held today (19 January) and one to be held on 6 February. All the seminars, including the 52 webinars on MSW charging held by the EPD last year for the PM industry and owners’ organisations, have been recognised by the CPD Scheme of the PMSA. All licensed PM practitioners can obtain recognised participation hours under the CPD Scheme upon completion of the aforementioned seminars/webinars.

The PMSA has launched a dedicated webpage on its official website titled “How Should the Property Management Industry Implement Municipal Solid Waste Charging” (https://www.pmsa.org.hk/en/professional-development/msw_charging). The webpage is updated regularly to provide the industry with the latest information on MSW Charging. In addition to the Best Practice Guides compiled by the EPD on implementing MSW charging for different types of properties, the webpage also provides training materials and toolkits jointly produced by the PMSA and EPD to address common questions raised by the industry, such as "What is the charging mechanism", "How PM industry can get ready", "Should PM companies purchase designated bags on behalf of households", "How to assist households in purchasing designated bags", "How to handle non-compliant waste", "How to prevent non-compliant waste", and "Who should bear the costs for handling non-compliant waste", etc.
