Audit Review

The Property Management Services Authority adopts an honor system and will accept in good faith all information provided by licensees concerning the training activities/ courses participated in and the respective recognised hours attained under the Continuing Professional Development (CPD) Scheme. The Property Management Services Authority will, however, conduct random audit review to verify if licensees have actually attended these activities/ courses and attained the recognised hours. Licensees should retain all supporting documents for 2 years for audit purposes.

Targets

In each CPD year, the Property Management Services Authority will randomly select at least 5% of licensed property management practitioners (PMP) who are subject to mandatory CPD requirements (except for holders of provisional PMP licences with a validity period of less than 36 months) to participate in the audit review.

In addition, the Property Management Services Authority may conduct investigations under special circumstances, such as:
•    Organisers reporting attendance rates significantly lower than the number of applicants, while licensees' declarations do not reflect this accurately;
•    Third-party complaints alleging that licensees have misrepresented the number of hours they participated in activities/courses; and
•    Most of the activities/courses declared by licensees are not recognised under the PMSA CPD Scheme.

Licensees who successfully pass the review will not be subject to audit for 3 years.

Audit Process

Selected licensees who are required to participate in the audit review will receive a written notice from the Property Management Services Authority. Within the specified deadline, they have to provide supporting documents (e.g. attendance/graduate certificates, enrolment confirmations, payment receipts, activity photos, etc.) for each activity/course declared in the CPD year for verification.
