Over 4,000 Members of Property Management Industry Attended
Property Management Services Authority’s Continuing Professional Development Seminar
Smart Property Management · Environmental Protection — A New Milestone in Rodent and Mosquito Control
In order to encourage the property management (PM) industry to more effectively assist in tackling rodent and mosquito problem within residential buildings, and to enhance the industry's professional capabilities in environmental hygiene and pest control, the Property Management Services Authority (PMSA) held a Continuing Professional Development (CPD) seminar today titled “Smart Property Management · Environmental Protection — A New Milestone in Rodent and Mosquito Control”. Over 4,000 PM industry practitioners participated in the seminar both in-person and online, exploring from the perspectives of professional knowledge, practical experience, and innovative technology application on how to identify rodent and mosquito risks at early stage in daily PM work for implementing effective control measures in a timely manner, thereby building a more hygienic, safer, and quality community for the public.
Mr. Donald NG, Director of Food and Environmental Hygiene, attended the seminar to support the event and delivered opening remarks. Several guest speakers also shared insights during the seminar, including:

Ms. Anita FOK, Pest Control Officer in charge of the Food and Environmental Hygiene Department (FEHD), explained rodent management and mosquito prevention strategies in properties;

Mr. Patrick LO, Senior Property Manager, and Ms. April HO, Property Manager of the MTR Corporation Limited, shared the practical rodent control experience of the PM team at Sol City in Yuen Long, which was awarded the Gold Award of FEHD’s “Excellent Rodent Control Partner Award 2026”;

Professor Paulina WONG, Associate Professor and Head of the Science Unit at Lingnan University, and Ms. Karen LUM, Senior Manager (Property Management) of the Hong Kong Housing Society, introduced the application of innovative technology to enhance mosquito prevention; and

Ms. Diana PANG, General Manager (Regulatory) of the PMSA elaborated on the Best Practice Guides on “Rodent Control in Residential Properties” and “Mosquito Prevention and Control in Residential Properties” jointly formulated by the PMSA and the FEHD."
Dr James WONG, Chairperson of the PMSA, emphasized, “The prevention and control of rodent and mosquito infestations is not merely a matter of environmental management, but also a crucial key to enhancing the quality of living and safeguarding public health and hygiene. PM practitioners, are familiar with the property environment and, play a crucial role in enhancing rodent and mosquito prevention and control. Effective rodent and mosquito control not only demonstrates the industry's professional dedication to public environmental hygiene, but also constitutes a commitment of the industry to safeguard public health. I hope the industry will integrate the practical operational measures of the PMSA's Guides on rodent and mosquito prevention into their daily PM operation, make good use of technology to enhance efficiency and effectiveness to protect public hygiene, thereby safeguarding public health and making positive contributions to protecting the well-being of the general public.”
Mr. Donald NG, Director of Food and Environmental Hygiene, also stated, “Pest control is an important and ongoing Government work. The FEHD is implementing a new data-driven strategy for rodent control and is currently strengthening mosquito prevention and control measures across all districts in Hong Kong to cope with the arrival of the summer season. Both tasks rely on the full support and collaboration of the PM industry to implement pest control measures within private properties in order to achieve the anticipated results. The FEHD looks forward to continuing close collaboration with the PMSA and the PM industry in future, joining hands to enhance the environmental hygiene standard of Hong Kong and safeguard public health.”
The Best Practice Guides on “Rodent Control in Residential Properties” and “Mosquito Prevention and Control in Residential Properties” were jointly formulated by the PMSA and the FEHD, and were issued in February and March this year. The Guides outline relevant responsibilities and statutory requirement, and provide practical guidance for licensed PM companies and practitioners on rodent and mosquito prevention and control. The Guides cover areas including inspection work at the property environment, prevention and control measures, record-keeping and follow-up, and communication and coordination with relevant stakeholders, thereby assisting the PM industry as part of its daily operation in systematically preventing and handling rodent and mosquito problems in residential buildings.
The seminar also included Q&A session moderated by Ms. Careen WONG Hau-yan, Vice-chairperson of the PMSA, whereby guest speakers addressed participants' questions and facilitated exchange with the industry, helping participants gain a deeper understanding of how to implement rodent and mosquito prevention and control measures in daily PM work. PM practitioner licence holders who completed the seminar may obtain recognised CPD hours under the PMSA CPD Scheme, as well as certificate of participation issued by the PMSA.
Following the ending of the three-year transitional period for the PM industry licensing regime, the PMSA has commenced mandatory implementation of its CPD Scheme. PM Practitioner licence holders of different tiers are required to receive continuing education in phases with the aim to drive the advancement and raise the professional standard as well as status of the industry. Under the Scheme, PM practitioners (Tier 1) are required to complete a minimum of 12 hours of qualifying CPD activities/courses each year, while PM practitioners (Tier 2) are required to complete a minimum of 6 hours of CPD activities/courses each year. The PMSA has imposed mandatory CPD participation condition on all newly issued or renewed licences since 1 August 2023. Non-compliance may affect future licence renewal.
