Over 3,000 Members of Property Management Industry Attended Property Management Services Authority’s
Continuing Professional Development Seminar
to Strengthen Fire Safety Compliance, Prevention and Response
To further promote fire safety awareness and fully integrate fire prevention into the daily operations and professional management culture of the property management (PM) industry, the Property Management Services Authority (PMSA), in collaboration with the Hong Kong Association of Property Management Companies (HKAPMC), organised a Continuing Professional Development (CPD) seminar today titled “Fire Safety Compliance, Prevention, and Response: Professional Role and Responsibilities of Property Management Industry.” Representatives from the Fire Services Department (FSD) and experts from the Hong Kong Institution of Engineers (HKIE) were invited as keynote speakers. Over 3,000 members of the PM industry participated in-person and online, engaging in a comprehensive discussion on how the industry can enhance building fire safety standards from the three critical perspectives: compliance, prevention, and response.
The seminar was officiated by Dr. James WONG Kong-Tin, Chairperson of the PMSA; Ir. KEUNG Sai-ming, Assistant Director (Licensing and Certification) of the FSD; Mr. Kevin CHU Kai-ming, President of the HKAPMC; Ir. Angus WONG Chun-yip, Chairman of the Fire Division of the HKIE; and Ir. Jeffrey LEUNG Kwun-hong, Chairman of the Fire Discipline Advisory Panel of the HKIE. Guest speakers included:

Ir NGAI Chor-fung, Deputy Chief Fire Officer (Licensing & Certification) of the FSD, who discussed the PM perspective on fire service installation and equipment;

Mr. Rocky NG Wai-nok, Assistant Divisional Officer (Public Safety and Communication) of the FSD, who shared emergency response to building incidents and fire safety;

Ir. Prof LEE Wai-ming, Deputy Chairman of the Fire Discipline Advisory Panel of the HKIE, who introduced professional ethic and risk assessment from a fire engineering perspective;

Ir. Dr. WONG Shao-young, Director of ARUP / Representative of the Fire Division of the HKIE, who explained fire resistance versus surface burning characteristics and the relevant certification in Hong Kong; and

Dr. Johnnie CHAN Chi-kau, Past President of the HKAPMC cum Chairperson of the Practice and Assessment Committee of the PMSA, who explained the “Handling Fire Safety Work” and “Handing Emergencies” Codes of Conduct issued by the PMSA, and shared Best Practices in PM.
The seminar also included a Q&A session moderated by Ms. Careen WONG Hau-yan, Vice-chairperson of the PMSA, whereby guest speakers addressed participants' questions and facilitated exchange within the industry. PM Practitioner licence holders who completed the seminar may obtain recognised CPD hours under the PMSA CPD Scheme, as well as certificate of participation issued by the PMSA. The FSD will additionally present “Building Emergency Responder” seminar attendance certificates to all in-person and online participants as recognition.
Dr. James WONG said, “The No. 5 alarm fire at Wang Fuk Court in Tai Po caused significant casualties and was a tragic event. This fire serves as a stark reminder that building fire safety is a critical safeguard for protecting lives and property, and must never be overlooked. The lessons from this fire are profound. The PMSA will continue to uphold its mission of education and promotion, working closely with the FSD to drive the industry in enhancing building fire safety standards through compliance, prevention, and response measures. Through education and promotion, we hope to enhance building fire safety and protect the lives and property of the public.”
Mr. Kevin CHU Kai-Ming, President of the HKAPMC, stated, “Fire safety has always been a subject of significant importance to our industry. We must never be complacent about fire safety. We clearly understand the concern of the public, the industry and various stakeholder regarding fire issues. The Government announced in last week's Legislative Council meeting that there will be various relevant legislation and policies to be implemented in the coming future. The Association will continue to serve as a bridge for the industry, helping the Government refine its policies to ensure that measures meet practical needs and are effectively implemented.”
The PMSA has been committed to promoting fire safety awareness within the PM industry and has maintained close collaboration with the FSD. The PMSA has issued the “Handling Fire Safety Work” Code of Conduct pursuant to the Property Management Services Ordinance (Cap. 626) and the relevant Best Practice Guide, providing practical guidance to the industry on fire safety issues. These efforts are complemented by ongoing professional training to enhance industry-wide fire prevention awareness and capability.
In addition, the PMSA and the FSD have jointly produced and published two easy-to-understand toolkit leaflets, “How to Conduct Annual Inspections of Fire Service Installations and Equipment in Common Areas of Properties” and “Fire Safety Management Responsibilities.” These toolkit leaflets provide practical guidance for licensed PM companies and practitioners, including arranging registered fire service installation contractors to carry out annual inspections and strengthening daily management and preventive measures. The toolkit leaflets have been uploaded to the PMSA website (https://www.pmsa.org.hk/en/information-centre/publications). The PMSA urges all licensed PM companies and practitioners to download and study the leaflets immediately, and to distribute them to frontline PM staff for reference. The industry must follow the guidelines to implement inspection of fire service installations and daily management measures, and fully integrating fire safety into daily operations to prevent incidents before they occur.
Following the ending of the three-year transitional period for the PM industry licensing regime, the PMSA has commenced mandatory implementation of its CPD Scheme. PM Practitioner licence holders of different tiers are required to receive continuing education in phases with the aim to drive the advancement and raise the professional standard as well as status of the industry. Under the Scheme, PM practitioners (Tier 1) are required to complete a minimum of 12 hours of qualifying CPD activities/courses each year starting from 1 January 2024, while PM practitioners (Tier 2) are required to complete a minimum of 6 hours of CPD activities/courses each year starting from 1 January 2025. The PMSA has imposed mandatory CPD participation condition on all newly issued or renewed licences since 1 August 2023. Non-compliance may affect future licence renewal.
