Dr. James WONG, Chairman of the Property Management Services Authority, Commends the Property Management Industry’s Active Response to Tackle Adverse Weather

Dr. James WONG Kong-tin, Chairman of the Property Management Services Authority (PMSA), today expressed sincere appreciation to the property management (PM) industry for its active efforts in tackling recent adverse weather, upkeeping the safety, health and properties of the public.

In recent years, global climate change has intensified, leading to increasingly frequent extreme weather conditions. In the past three weeks alone, Hong Kong has endured Typhoon Wipha (Signal No. 10) and four instances of Black Rainstorm Warnings. Many properties had flooding, power outages, fallen trees, and damaged facilities, severely disrupting daily life of the community. Dr. James WONG extended heartfelt gratitude to PM practitioners in Hong Kong for bearing the crucial responsibilities of ‘Property Invigilators.’ Notwithstanding the various challenges, they remained steadfast at their posts, working tirelessly day and night, undeterred by wind and rain, to protect our daily life and upkeep community safety.

Whether it was conducting pre-storm inspections of property facilities, checking slopes and trees within the properties, reinforcing doors and windows, or implementing other precautionary measures, or performing emergency tasks during adverse weather including draining floodwaters, clearing fallen trees, repairing damaged facilities, and dealing with accidents or emergency incidents — PM practitioners (including frontline security, cleaning, and maintenance personnel) have demonstrated unwavering commitment to upkeeping properties and community safety. Their efforts deserve recognition and appreciation from all sectors of the community.

Furthermore, Dr. James WONG also urged business operators and owners’ organisations to show understanding and support for PM practitioners and acknowledge their hard work.

The PMSA has previously issued Codes of Conduct and Best Practice Guides, including ‘Handling Emergencies,’ ‘Tree Management Work,’ ‘Slope Management Work,’ and ‘Handling Drainage Work,’ to provide comprehensive practical guidance for the industry. It has also jointly organised Continuing Professional Development (CPD) seminar with relevant Government departments including the Hong Kong Observatory, Civil Engineering and Development Department, Drainage Services Department and Tree Management Office of the Development Bureau, to enhance the industry's awareness and capability in responding to extreme weather conditions. The PMSA takes this opportunity to once again urge the PM industry to adopt a “prevention-first” approach and to be well prepared for extreme weather and related emergencies, in order to protect public safety and minimise the risk of property loss. It will also work with other Government departments to organise CPD seminar for the industry to enhance its capacity and capability for dealing with such emergencies and accidents.
