Continuing Professional Development Seminar
on “Enhancing Capabilities to Address Extreme Weather Conditions”
The Property Management Services Authority (PMSA) today organised a Continuing Professional Development (CPD) seminar on “Enhancing Capabilities to Address Extreme Weather.” Four topic specialists, including Mr. CHENG Yuen-chung, Assistant Director of the Hong Kong Observatory; Mr. Jeffrey WONG Chun-fai, Chief Geotechnical Engineer of the Civil Engineering and Development Department; Ms. Esther YUEN Ka-wai, Chief Engineer of the Drainage Services Department; and Ms. Angie AU YEUNG Sin-man, Head of Tree Management Office of the Development Bureau, provided in-depth analyses on key considerations for the property management (PM) industry to address extreme weather conditions. Their sharing enhanced the understanding of the audience about heavy rain and tropical cylones, enabling them to prepare for and respond to extreme weather conditions, and deal with risks of landslide, flooding, and tree collapse which may occur in extreme weather conditions.
Key representatives from 13 PMSA Recognised Professional Bodies (RPBs) and PM industry associations, together with over 2,800 of their members and other industry practitioners, participated in the seminar in person or online. The participating organisations include:

Professor Eddie Hui Chi-man, Vice-Chairperson of the PMSA, said, “Global climate change has intensified in recent years, and extreme weather conditions have become increasingly frequent. As ‘Property Invigilators,’ the PM industry is entrusted with significant responsibilities and has to enhance preparation and response measures to ensure the safety of residents and the public, as well as minimise property damage risks during the stormy/rainy season.”
Professor Hui further emphasised, “The PMSA has previously issued Codes of Conduct and Best Practice Guides, including ‘Tree Management Work,’ ‘Slope Management Work,’ and ‘Handling Drainage Work,’ to provide practical guidance for the industry. This seminar not only helps PM professionals revisit and update their knowledge but also strengthens awareness about mitigating extreme weather risks, enabling comprehensive preparation for the upcoming stormy/rainy season. I earnestly urge PM professionals to take precautionary measures before problem arises, make proactive arrangements, and implement comprehensive extreme weather response plans as early as possible to safeguard the lives and property of residents and the public.”
PM Practitioner Licence holders who complete the seminar will be eligible to obtain recognised CPD hours under the PMSA CPD Scheme, as well as certificate of participation issued by the PMSA.
Following the ending of the three-year transitional period for the PM industry licensing regime, the PMSA has commenced mandatory implementation of its CPD Scheme. PM Practitioner Licence holders of different tiers are required to receive continuing education in phases with the aim to drive industry advancement and raise professional standard as well as status. Under the Scheme, PM practitioners (Tier 1) are required to complete a minimum of 12 hours of qualifying CPD activities/courses annually starting from 1 January 2024 , while PM practitioners (Tier 2) are required to complete a minimum of 6 hours of CPD activities/courses annually starting from 1 January 2025. The PMSA has imposed mandatory CPD participation condition on all newly issued or renewed licences since 1 August 2023. Non-compliance may affect future licence renewal.
