Continuing Professional Development Seminar on
Voltage Dip and Electric Vehicle Development
The Property Management Services Authority (PMSA) today organised a Continuing Professional Development (CPD) seminar jointly with the Hong Kong Association of Property Management Companies (HKAPMC) and CLP Power Hong Kong Limited (CLP) for over 1,500 members of the property management (PM) industry, who attended physically and online, on voltage dip in properties and its mitigation measures, as well as the latest development of electric vehicle (EV) in Hong Kong and the installation of charging facilities in properties.
Dr. Edmond Cheng, President of the HKAPMC, and Mr. Eric Cheung, Senior Director – Power Systems of CLP, were invited to address the seminar, and keynote presentations were delivered by Mr. Henry Chan, Senior Manager – Systems Engineering, and Mr. Steven Lee, Power Manager – eMobility of CLP. The Hong Kong Polytechnic University provided venue and technical support for the seminar.
Dr James Wong, Chairperson of the PMSA, said, “Momentary voltage dip may occur in any power system which may be triggered by various factors. For example, overhead lines may be damaged by typhoons, lightning strikes or other external interferences due to adverse weather which has become more frequent in recent years. Underground cables may also be unintentionally damaged by roadworks which can lead to voltage dip. In the event of voltage dip in properties, incidents such as lift suspension, false alarm, etc., may occur. Electronics or computerized equipment which are more susceptible to voltage fluctuation may also stop functioning. However, if the PM industry carries out mitigation and preparation work in advance, the impact of voltage dip on the operation of the property and its facilities may be minimized.”
Chairperson Wong added, “To help achieve zero vehicle emission before 2050, the CLP has launched the “Eco Charge 2.0” EV support service to promote low-carbon driving. I hope it would be gainful for our PM practitioners to attend the seminar today, and that they will increase their knowledge about the two topics addressed in the seminar which are crucial to PM service operation and they will consider taking appropriate measures on the basis of actual operation and experience so as to provide the public with sustainable and quality PM services.”
Senior Director Eric Cheung said, “I hope today’s sharing will increase the understanding of everybody on how CLP helps clients to minimize the impact of voltage dip in properties and CLP’s work in EV support service.”
President Cheng Kam Wah stated that the HKAPMC will assist Hong Kong in achieving carbon neutrality by 2050 under the “Carbon Neutrality and Sustainable Development” sub-committee, aiming to reduce occurrences of extreme weather conditions.
All licensed PMPs who completed attending the seminar would earn recognised CPD participation hours under the PMSA CPD Scheme and would be awarded Certificate of Participation issued by the PMSA.
Following the ending of the three-year transitional period under the PM industry licensing regime, the PMSA has implemented the CPD Scheme on mandatory basis in stages. Mandatory participation in CPD activities will be required for licensed PMPs in order to drive the PM industry to advance with time and raise its professional standard and status. Licensed PMPs (Tier 1) are required to participate in at least 12 hours of CPD activities/courses which meet the CPD requirement each year from 1 January 2024 onwards, and licensed PMPs (Tier 2) are required to participate in at least 6 hours of CPD activities/courses which meet the CPD requirement each year from 1 January 2025 onwards. The PMSA has, from 1 August 2023 onwards, imposed condition on all newly issued or renewed licences requiring the licensees concerned to meet the mandatory participation requirement in CPD. Non-compliance would affect licence renewal.
