Property Management Industry Forms “Integrity Property Management League”
Pledging to Enhance Integrity Training and 
Build a Platform for Integrity Exchanges

Leaders of 13 Property Management Services Authority (PMSA) Recognised Professional Bodies (RPBs) and property management (PM) industry bodies, together with over 200 members of such bodies and PM industry representatives, participated today in the “Integrity Property Management League” launching ceremony cum continuing professional development (CPD) seminar jointly organised by the PMSA and the Independent Commission Against Corruption (ICAC), demonstrating the concerted effort of the industry in upholding integrity.

Under the “Integrity Property Management League”, the PMSA RPBs and the PM industry bodies concerned have become “All for Integrity Organisations” and have pledged to encourage their PM company (PMC) and practitioner (PMP) members to participate in integrity training regularly so as to support the dissemination of probity messages. The “All for Integrity Organisations” will also receive first-hand corruption prevention information, including upcoming training for the PM industry, feature articles, recent cases related to the PM industry, latest anti-corruption resources and news on integrity, etc. The 13 organisations are (in alphabetical order):

Dr James Wong, Chairperson of the PMSA, said, “It is equally important for PMPs to have good ethics and integrity as well as professional qualification and knowledge. Delivering quality and professional PM services with integrity is also the cornerstone of PMCs to raise service standard, add value to their business and drive healthy and sustainable development of the PM industry as a whole.”

Chairperson Wong added, “The presence of all the leaders of the PMSA RPBs and industry bodies today at the “Integrity Property Management League” launching ceremony making a firm commitment to uniting the PM industry, which is a major professional workforce in the community, to enhance the professional standard of PM services and strengthen corporate governance, has undoubtedly laid a solid foundation and set a crucial milestone for the PM industry’s work in promoting integrity management.”

​​​​​​​ICAC’s Director of Community Relations Corinna Wong Kit-mui remarked that the aim of the “Integrity Property Management League” was to “Co-build”, “Shared resources” and “Achieve a win-win situation”. ‘“Co-build” signifies the ICAC’s comprehensive training initiatives tailored for all levels and positions within the property management industry for fostering an integrity culture; “Shared resources” refers to the ICAC’s provision of diverse anti-corruption resources and learning materials, freely available for practitioners of different levels of the industry; “Achieve a win-win situation” refers to the continuous concerted efforts of the ICAC, the PMSA and 13 RPBs to enhance professional ethics for mutual success for the industry, regulatory agencies and the public.”

Representatives of the Community Relations Department, Operations Department and Corruption Prevention Department of the ICAC analysed and shared with the PM industry representatives in the CPD seminar, from education, law enforcement and prevention perspectives, on the red flags, anti-corruption legislation, case studies, corruption prevention measures as well as the various free resources and services tailor-made for the industry by the ICAC. All licensed PMPs who attended the seminar today would earn recognised CPD hours under the CPD Scheme of the PMSA and be awarded electronic Certificate of Participation issued by the PMSA.

The PMSA has been working closely with the ICAC to strengthen professional ethics and cultivate integrity culture in the PM industry. Over 20 key management personnels of licensed PMCs just completed on 23 April the “Professional Anti-corruption Training in Property Management” organised by the Hong Kong International Academy Against Corruption of the ICAC to examine how to formulate corporate governance practices and learn about integrity risk management as well as corruption prevention measures in order to enhance the capacity of their staff in adhering to professional ethics and to foster integrity culture within their companies. Legislator Doreen Kong Yuk-foon, who attended the closing ceremony of the course, remarked that the training was useful in enhancing professional ethics of the PM sector.

The PMSA has also recently added the thematic webpage “Delivering Integrity” on its website (https://www.pmsa.org.hk/en/blogs/pmsa_20231011) to share the collection of anti-corruption guides and training materials jointly developed by the PMSA and the ICAC.

Under the PM industry licensing regime implemented by the PMSA, over 770 PMCs and more than 14,000 PMPs in Hong Kong have already been licensed, providing PM services to over 2.4 million units in different types of properties in Hong Kong. They are a major professional workforce in the community and an invaluable societal resource of Hong Kong.
