Property Management Industry Supports Fire Services Department’s “AED Anywhere for Anyone” Programme and Drives 
Property Management to Become a “Resuscitation Alliance” Industry

Over 100 property management company (PMC) senior executives and key members of property management (PM) industry bodies set a good example today by taking part in the “Joint PM Heart-saving” operation co-organised by the Property Management Services Authority (PMSA) and the Fire Services Department (FSD), uniting forces in driving the PM industry to become the first to uphold social responsibility in supporting the FSD’s “AED Anywhere for Anyone” (“AAA”) Programme and actively driving PM to become a “Resuscitation Alliance” industry.

Dr James WONG, Chairperson of the PMSA said, “The PM industry provides services for the community on daily basis and is an integral part of our everyday life. If the industry can actively use its strength to enhance the support for FSD’s work and jointly promote common first-aid knowledge and develop a culture of “self-help and help others”, thus encouraging all in society to proactively and appropriately make use of automated external defibrillator (AED) and cardiopulmonary resuscitation (CPR) to rescue people when there is emergency, thereby creating a social atmosphere where anyone can help to save others when needed, then there could be a stronger protective network for the community which would more effectively safeguard the lives of the people of Hong Kong.”

Mr Andy YEUNG, the Director of Fire Services, said, “The PM industry has always fulfilled various social responsibilities and played a crucial role in protecting lives. The installation of AEDs is essential in densely populated shopping areas to save the lives of cardiac arrest patients. The PM industry has actively installed AEDs in different properties and participated in the FSD’s AAA Programme. Currently, the PM industry has installed over 350 AEDs and registered them on the FSD’s Centralized AED Registry for Emergency (CARE) online platform, enabling the public to use them during emergencies. These AEDs are distributed throughout different types of properties in various districts in Hong Kong, including residential areas, industrial and commercial buildings, and shopping malls.”

"The active participation of the PM industry, whether through installing more AEDs in properties and registering them on the CARE online platform, or becoming ‘Anyone’ to save lives in emergencies, is an important driving force for the FSD to protect cardiac arrest patients.”

Besides representatives of the FSD sharing first-aid knowledge and the “AAA” Programme information with the PM industry participants, two frontline PM industry workers also attended the event to share their personal experience in actually using AED for rescue during emergency incidents. In addition, various PMCs also shared with the attendants their considerations in installing AED at their properties managed and how innovative technology can be used to provide first-aid training to their PM staff. Afterwards, led by the Chairperson of the PMSA, the Director of Fire Services and “Anyone”, the participants experienced together the use of AED and CPR, and received “Resuscitation Alliance” certificate from the FSD, and pledged to become the “Anyone” to appropriately assist in life saving when encountering cardiac arrest incidents in future, so as to seize the critical period for rescuing which may increase the survival odds of those involved in the incidents.

Under the PM industry licensing regime, as of November this year, over 750 PMCs and more than 13,000 PM practitioners (PMPs) in Hong Kong have been licenced, providing PM services to nearly 2.2 million units in various categories of properties in Hong Kong and actively contributing to the community. They are undoubtedly asset and invaluable resources in driving the future sustainable development of Hong Kong. The PMSA has as always collaborated with various sectors of the community to incorporate ESG, i.e. protecting the environment (E – environmental), fulfilling social responsibility (S – social) and strengthening corporate governance (G – governance) into PM work, so as to raise the professional standard and status of PM and drive the healthy, sustainable future development of the industry. This event is a concrete example of the practical action carried out by the PM industry to implement ESG.
All licensed PMPs who attended the event today would earn recognised CPD participation hours under the PMSA Continuing Professional Development (CPD) Scheme and would receive Certificate of Participation issued by the PMSA. The PMSA has, from 1 August 2023 onwards, imposed condition on all newly issued or renewed licences requiring the licensees to fulfil the mandatory participation requirements in CPD. Licensed PMPs (Tier 1) are required to participate in at least 12 hours of CPD each year from 1 January 2024 onwards, and licensed PMPs (Tier 2) are required to participate in at least 6 hours of CPD each year from 1 January 2025 onwards. Non-compliance would affect licence renewal.
