On-Premises AI System

Overview

The PMSA plans to launch a project for the development and deployment of an Artificial Intelligent (“AI”) System (“Project”) to support the its daily operation. The objectives of the project are:

Design and develop an on-premises AI System enabling staff members to engage naturally with the AI System to retrieve information, pose queries, receive summaries, and obtain decision‑support insights.
Propose, install and configure the requisite hardware to operate the AI System. All hardware shall be installed within the PMSA's premises and maintained in a closed environment, with access limited to authorised external data sources, to ensure security and compliance.
Provide on-going of maintenance service of the AI System after the launch of the system.

Request for Invitation to Tender

Interested parties are hereby invited to submit proposals for the Project:

Closing Date:	23 October 2026 at 12:00 noon (Hong Kong Time)

Request for Invitation to Tender:	Send a request (by company email address) stating the company name with the subject line “Request for Proposal for On‑Premises AI System” (Ref: PMSA/IT/Q/2026/016) to procurement@pmsa.org.hk
Submission of Proposals:	Interested Bidders are requested to submit 2 (two) hard copies and 1 (one) software copy of both the Technical and Price Proposals in TWO SEPARATE SEALED EVELOPES with the words “Technical Proposal” and “Price Proposal” clearly marked on each envelope. These two sealed envelopes shall then be placed together in a sealed envelope marked “Request for Proposal for On-Premises AI System (Ref: PMSA/IT/Q/2026/016)” and placed into the drop box at the following address on or before 12: 00 noon of 23th October 2026: Property Management Services Authority Units 806-8, 8/F, Dah Sing Financial Centre, 248 Queen's Road East, Wan Chai, Hong Kong Late submissions will not be considered.
