The Property Management Services Authority (PMSA) is the statutory body established under the Property Management Services Ordinance (Cap 626) and is tasked to regulate and promote the development of the property management industry. Senior Officer (Information Technology) (Ref. No.: PMSA-SOIT-29/26)
Responsibilities
Reporting to the Senior Manager (Information Technology), the appointee will be required to:

Assist in formulating and implementing IT policies, standards, and procedures across IT infrastructure, enterprise networking, information systems, and security baselines;

Assist in IT system design, development, testing, technical documentation, and long-term systems maintenance;

Assist in designing, executing, and validating robust disaster recovery (DR) protocols and contingency plans to guarantee high availability;
-
Liaise with suppliers and contractors on IT systems development, negotiate service level agreements, manage the procurement of hardware/software licenses, and monitor project delivery quality;

Conduct routine health checks across all computer infrastructure, network equipment, and IP phone system while continuously monitoring the operational health of enterprise email, active directory, and web environments. Utilize logged operational data to generate analytical performance reports for management, preemptively mitigating system vulnerabilities to guarantee high availability and consistent uptime;

Provide technical service, troubleshooting escalation, and support for all hardware, software, and network issues;

Maintain accurate and up-to-date IT records including asset inventory, contract and software licenses. Provide support on other IT related administrative activities including resources planning, procurement, negotiation and vendor management;

Assist in managing system development and enhancement projects. Liaise with different divisions/ functions to collect and understand user requirements, and assist in overseeing project planning, scheduling, and user acceptance testing to ensure timely delivery; and

Undertake ad-hoc tasks as assigned from time to time.
Requirements

A recognized university degree in Computer Science, Information Systems Management, Information Technology, or related discipline;

A minimum of 3 years of relevant experience in sizable organizations, with experience in public sectors / Statutory bodies being an advantage;

Hands-on administration of Exchange Online, Active Directory (AD), Microsoft Entra, Windows Server, System Center Configuration Manager (SCCM)/Microsoft Endpoint Configuration Manager (MECM), Windows Server Update Services (WSUS), Internet Information Services (IIS), Windows Group Policies, SMTP, and DNS/DHCP;

Strong practical knowledge of VMware ESXi/vCenter, Veritas Backup Exec and Veeam Backup & Replication;

Solid experience in configuring firewall rules, network switches, routing, and corporate VPN;

Knowledge of SQL Server and Storage Area Networks (SAN);

Proficiency in remote access (e.g., AnyDesk, TeamViewer) and online meeting software (e.g., Zoom, Teams);
-
Familiarity with scripting and automation tools (e.g., PowerShell, Power Automate, PowerBI) to streamline routine daily health checks;
-
Exposure to cloud hosting and storage;

Proven ability to communicate effectively with diverse stakeholders. Strong sense of responsibility, adaptability, and good analytical problem-solving skills; and
-
Good command of both spoken and written English and Chinese.
A three-year employment contract will be offered. Remuneration will be commensurate with qualifications and experience.
