73 Annual Report 2024-25 Property Management Services Authority 行政總裁報告 Chief Executive Officer’s Report 財務報告 Financial Highlights 年度概覽 Highlights of the Year 年度回顧 Review of the Year 積極溝通聯繫 Active Communication 機構管治 Corporate Governance 主席的話 Chairperson’s Message 作為物管業的監管機構,監管局積極發揮 橋樑作用,帶領全港逾 800 間持牌物管公 司及超過 15,000 名專業物管從業員,全 面配合政府大廈管理、房屋政策、樓宇安 全及環境保護等重大施政方向,協助各項 民生措施在社區層面有效落實,切實提升 市民居住質素與生活環境水平。 加強認識《 2024 年建築物管理 (修訂)條例》 香港高樓林立,為配合城市發展需要,不 少樓齡較高的物業都需要進行大型維修和 翻新。因應政府實施《 2024 年建築物管理 (修訂)條例》(《修訂條例》),監管局已完 成修訂《物業管理公司於《建築物管理條 例》下的責任》、《代客戶進行採購服務及 防止圍標》及《處理委任代表的文書》三份 操守守則及相關良好作業指南,並透過專 題網誌及致函所有物管持牌人,闡明《修 訂條例》新規定及持牌人責任,推動業界 協助業主組織依法妥善處理大廈管理及物 管事宜。 監管局更與民政事務總署合辦持續專業發 展講座,深入剖析條例修訂細節,提升物 管從業員實務操作能力。 As the regulatory body for the PM industry, the PMSA actively serves as a bridge, driving over 800 licensed PM companies and more than 15,000 professional PM pract i t ioners to comprehensively support major Government policy directions, including bui lding management, housing pol icies, bui lding safety, and environmental protection, etc. This ensures the effective implementation of various livelihood policies at the community level, effectively enhancing housing standard and living environment for the community. Enhancing Understanding about the Building Management (Amendment) Ordinance 2024 Hong Kong is characterised by its high-rise buildings, and to tie in with urban development needs, many older properties requi re major repai r and renovat ion. In response to the implementation of the Bui lding Management (Amendment) Ordinance 2024 (Amendment Ordinance) by the Government, the PMSA has completed the revision of three Codes of Conduct and related Best Pract ice Guides: “Obl igat ions of Proper ty Management Company under the Bui lding Management Ordinance”, “Carrying out Procurement for Cl i ents and Prevent ion of Bid- r iggi ng” , and “Handl i ng Instrument of Appointing a Proxy”. Through issuing blog articles and appeal letters to all licensed PM practitioners, the PMSA has elaborated the new requirements of the Amendment Ordinance and the corresponding responsibilities of licensees, driving the industry to assist owners’ organisations to manage building and PM matters properly according to the law. The PMSA has also col laborated wi th the Home Af fai rs Department to organise CPD seminars, providing in-depth analysis of the legislat ive amendments to enhance PM practitioners’ operational capabilities. 協助政府施政 Assisting Government Policy Implementation
