67 Annual Report 2024-25 Property Management Services Authority 行政總裁報告 Chief Executive Officer’s Report 財務報告 Financial Highlights 年度概覽 Highlights of the Year 年度回顧 Review of the Year 積極溝通聯繫 Active Communication 機構管治 Corporate Governance 主席的話 Chairperson’s Message 推動持續進修 監管局於 2024–2025 年度繼續致力推動 物管業界持續專業發展，積極培養業界終 身學習文化，以提升物管從業員的專業水 平及服務質素。 強制實施持續專業發展計劃 由 2023 年 8 月 1 日起，監管局已於新簽發 及續期的物管人牌照施加強制參與持續進 修的條件。物管人（第 1 級）由 2024 年 1 月 1 日開始須強制參與持續進修；而物管人 （第 2 級）則由 2025 年 1 月 1 日開始須強制 參與。 在監管局持續專業發展計劃下，物管人 （第 1 級）及（第 2 級）牌照持有人在強制 參與計劃的計算年度內，每年（按曆年計 算，即每年 1 月 1 日起至 12 月 31 日）分別 須參與不少於 12 及 6 小時獲計劃認可和 符合指定要求的持續專業發展活動╱課 程，當中包括： • 物管人（第 1 級）及（第 2 級）每年須 分別參與不少於 8 及 4 小時的「核心」 活動╱課程； • 物管人（第 1 級）及（第 2 級）每年須 參與最少 2 小時在「核心」內容範疇 內有關法例規管的活動╱課程；及 • 物管人（第 1 級）及（第 2 級）每年可 獲接納計算的「非正式」活動╱課程 分別不多於 4 及 2 小時。 Promoting Continuous Professional Development The PMSA continued to promote continuous professional development among the PM industry in 2024-2025, actively foster ing a cul ture of l i felong learning to enhance the professional standard and service quality of the practitioners. Mandatory Implementation of CPD Scheme Starting August 1, 2023, the PMSA has imposed a mandatory CPD cond i t i on on a l l newl y i ssued and renewed PM practitioner licences. PM practitioners (Tier 1) are required to participate in mandatory CPD as from January 1, 2024, while PM practitioners (Tier 2) are required to participate as from January 1, 2025. Under the PMSA CPD Scheme, PM pract i t ioner (Tier 1) and (Tier 2) licence holders, within the counting year which require mandatory participation (based on calendar year, i.e., from January 1 to December 31), are required to participate respectively in a minimum of 12 and 6 hours of CPD activities/ courses recognised by the Scheme and meeting the specified requirement, including: • PM practitioners (Tier 1) and (Tier 2) are required to participate respectively in a minimum of 8 and 4 hours each year of “core” activities/courses; • PM practitioners (Tier 1) and (Tier 2) are required to participate in a minimum of 2 hours each year of “core” activities/courses related to legal regulations; and • PM pr ac t i t i one r s ( T i e r 1) and ( T i e r 2) may have respectively up to 4 and 2 hours each year of “informal” activities/courses which can be accepted for counting towards the CPD Scheme.
