63 Annual Report 2024-25 Property Management Services Authority 行政總裁報告 Chief Executive Officer’s Report 財務報告 Financial Highlights 年度概覽 Highlights of the Year 年度回顧 Review of the Year 積極溝通聯繫 Active Communication 機構管治 Corporate Governance 主席的話 Chairperson’s Message 監管局制定守則不僅為規管業界,更透過 廣泛諮詢確立一套客觀物管服務標準,教 育公眾合理要求優質物管服務,促進公眾 與物管業界互信共贏。監管局未來會繼續 針對不同物管範疇發出守則指南,推動業 界提升專業服務水平。 執行巡查工作 自發牌制度過渡期結束後,監管局即啟 動全港合規巡查。截至 2025 年 3 月底,已 巡查超過 1,000 個物業,涵蓋全港各區住 宅、商場、商業大廈、工廠大廈等,涉及 逾 660 間規模大小不同的物管公司。巡查 顯示絕大多數持牌物管公司均合規,而需 作勸喻改善的個案已逐漸減少。 針對私人物業泳池可能僱用無牌救生員的 情況,監管局自 2024 年 12 月起就此展開 巡查(累計逾 90 次),未發現有違規情況。 In addition to regulating the industry, the Codes formulated by the PMSA also establish a set of objective standard drawn up based on extensive consultation, and educate the public to make reasonable request for quality PM services, achieving a win-win situation for both the public and the PM industry. The PMSA will continue to issue Codes and Guides in respect of different areas of PM so as to enhance the professionalism of the PM industry. Conducting Inspections Since the ending of the transitional period of the licensing regime, the PMSA has initiated compliance inspection across Hong Kong. As of March 31, 2025, over 1,000 properties had been inspected, covering residential, shopping mal ls, commercial bui ldings, and industr ial bui ldings across al l districts in Hong Kong, involving more than 660 PM companies of varying sizes. The inspection indicates that the vast majority of licensed PM companies are compliant, with cases requiring advice for improvement gradually decreasing. Regarding the possible engagement of unlicensed lifeguards at private property swimming pools, the PMSA initiated targeted inspection starting in December 2024 (over 90 inspections made in total), with no violation found.
