57 Annual Report 2024-25 Property Management Services Authority 行政總裁報告 Chief Executive Officer’s Report 財務報告 Financial Highlights 年度概覽 Highlights of the Year 年度回顧 Review of the Year 積極溝通聯繫 Active Communication 機構管治 Corporate Governance 主席的話 Chairperson’s Message 臨時牌照持有人申領正式牌照 在發牌制度三年的過渡期內，符合指明工 作經驗，但未能符合有關學歷及╱或專 業資格準則的物管從業員可申領臨時物管 人牌照，並於臨時牌照有效期屆滿前完成 監管局指明課程，即可在未具備相關學歷 及╱或專業資格的情況下，申領正式牌 照。 截至 2025 年 3 月 31 日，監管局已發出逾 5,400 個臨時物管人牌照，其中逾七成持 牌人已順利申領正式物管人牌照，而其餘 大部分亦已完成指明課程，並會於其臨時 牌照有效期屆滿前申領正式牌照。 指明課程開辦情況 監管局於 2020 年開始委託四間大專院校 （包括職業訓練局香港專業教育學院、香 港都會大學李嘉誠專業進修學院、香港城 市大學專業進修學院 * 及香港理工大學專 業進修學院）開辦指明課程，供臨時物管 人牌照持有人修讀。 截至 2025 年 3 月 31 日，指明課程累計已 有逾 4,800 名學員報讀，估計目前市場上 仍有約 540 人持有有效臨時牌照但尚未報 讀課程。為協助臨時牌照持有人順利過 渡，監管局會定期向其發出通知，公布 各院校開辦指明課程的最新情況（包括學 額、班數、及開班和收生的時間表），並 提醒其盡早報讀完成課程及申領正式牌 照。 * 香港城市大學專業進修學院由 2024 年 4 月 1 日起已停辦指明課程。 Provisional Licence Holders Applying for Formal Licences During the three years transitional period of the l icensing regime, PM pract i t ioners who meet the speci f ied work experience but do not fulfi l the relevant academic and/or professional qual ification criteria may apply for provisional PM practitioner licence. By completing the PMSA Specified Courses before the provisional licence expires, they can apply for formal licence without possessing the relevant academic and/or professional qualification. As of March 31, 2025, the PMSA had issued over 5,400 provisional PM practitioner licences, with over 70% of these licence holders successfully obtaining formal licences. The major i ty of the remaining l icensees have completed the Specified Courses and are expected to apply for formal licence before their provisional licences expire. PMSA Specified Courses To support the implementation of the PM industry licensing regime, the PMSA had in 2020 appointed four educational inst i tut ions ( including Hong Kong Inst i tute of Vocat ional Education, Vocational Training Council; Li Ka Shing School of Profess ional and Cont inuing Educat ion, Hong Kong Metropolitan University; School of Continuing and Professional Education, City University of Hong Kong*; and School of Professional Education and Executive Development, Hong Kong Polytechnic University) to provide the PMSA Specified Courses to provisional PM practitioner licence holders. As of March 31, 2025, over 4,800 students have enrolled in the PMSA Specified Courses, whi le approximately 540 individuals currently still hold valid provisional licences but have not yet enrolled. To facilitate a smooth transition for provisional licence holders, the PMSA regularly sends notification with updated information on PMSA Specified Courses (including available slots, class schedules, and enrolment timeline) and reminds them to enroll and complete the courses in order to apply for formal licence as soon as possible. * The School of Continuing and Professional Education, City Universi ty of Hong Kong ceased offer ing PMSA Speci f ied Courses as from April 1, 2024.
