19 Annual Report 2024-25 Property Management Services Authority 行政總裁報告 Chief Executive Officer’s Report 財務報告 Financial Highlights 年度概覽 Highlights of the Year 年度回顧 Review of the Year 積極溝通聯繫 Active Communication 機構管治 Corporate Governance 主席的話 Chairperson’s Message 本人謹代表監管局，向各界持分者匯報 2024-25 年度的工作進展。本年度監管局 各項工作得以順利推進，實有賴物管業 界、相關政府部門及社會各界的通力合作 支持，充分體現多方協作的積極成效。 發牌制度持續優化，推動行業專 業發展 自 2020 年 8 月 1 日實施物管業發牌制度以 來，監管局至今已發出逾 800 個物管公司 牌照及超過 20,000 個物管人牌照。扣除 持有臨時物管人牌照並已獲發正式物管 人牌照的數字，以及個別物管從業員持有 多於一個級別的物管牌照後，現時有超過 15,000 名物管人牌照持有人，為全港不 同類型物業包括大型屋苑、單幢式住宅、 商業大廈、工業廠房、停車場、商場等約 240 萬個物業單位提供物管服務。 發牌制度三年過渡期於 2023 年 7 月 31 日 順利完結後，香港物管業步入物管公司及 相關從業員均持牌的全新世代，而監管局 繼續每月平均接獲逾 100 宗新物管人牌照 申請。申請者除來自物管業外，亦包括測 量、建築、保安、物業代理和會計財務等 不同領域人士，顯示發牌制度獲得社會各 界廣泛認同，並發展成為提升物管專業水 平的關鍵途徑。 On behalf of the PMSA, I am pleased to report the progress of our work in the 2024-25 year. The smooth implementation of our initiatives this year owes much to the collaborative support of the PM industry, relevant Government departments and various sectors of the community, fully demonstrating the positive outcome of multi-stakeholder collaboration. Optimising the Licensing Regime to Promote Professional Development Since the implementation of the PM l icensing regime as from August 1, 2020, the PMSA has issued over 800 PM company licences and over 20,000 PM practitioner licences. After discounting those who hold both provisional and formal practitioner licences as well as individuals holding more than one class of l icence, approximately 15,000 l icensed PM practitioners currently provide services to around 2.4 million units in different types of properties, including large-scale estates, standalone residential buildings, commercial buildings, industrial facilities, car parks and shopping malls. Following the smooth ending of the three-year transitional per iod of the l icensing regime on July 31, 2023, Hong Kong’s PM industry has entered a new era whereby PM companies and relevant PM practitioners are licensed. The PMSA continues to receive an average of over 100 new PM practitioner l icence appl ications monthly. Appl icants come not only from the PM sector but also from diverse industries including surveying, construction, security, real estate agency, f inance and accounting, etc, ref lecting the wide societal recognition of the l icensing regime as a key pathway to enhancing professional PM standard.
